Tighten management of medical practice certificate issuance

From the case of "running" medical practice certificates (CCHN) that occurred in 2018 in Dak Lak, many "loopholes" in management and operation have been exposed, requiring synchronous intervention and tightening management of this activity.

Director of the Department of Health Nay Phi La said that in 2020, the Department of Health proactively detected and established an inspection team to determine that there were 4 cases of using practice records that were not in accordance with regulations at the Central Highlands General Hospital to obtain a certificate of professional practice in cosmetic surgery. Based on the inspection results, the Department of Health issued decisions to revoke the certificates of professional practice for all 4 cases.

Recently, the Investigation Police Agency (Provincial Police) also initiated criminal proceedings against 6 defendants related to the case of "running" for medical certificates that occurred in 2018, including the 4 cases above.

Complex or special surgeries require high skills of doctors.

The above incident shows the “gaps” in the process of organizing practice and confirming practice time at some medical examination and treatment facilities, especially the stage of supervising and monitoring the actual practice process of students. In addition, some individuals take advantage of social networks to access unofficial profile preparation services, leading to the formation of false profiles but still being completed.

Regarding one of the reasons for the incorrect confirmation of practice time, Director of the Central Highlands General Hospital Nguyen Dang Giap said that at the time of the incident, the hospital was in the process of moving to a new headquarters, the leader of the General Planning Department was on sick leave and transferred to another job, so the management and operation of the department was affected. The hospital established a Disciplinary Council and disciplined 1 individual with a warning for the violation: not keeping a tight record, not complying with professional procedures and regulations during professional activities. The Hospital's Board of Directors and the General Planning Department also seriously reviewed and learned from experience.

According to Director of the Department of Health Nay Phi La, the fact that some individuals use illegal documents to apply for a medical license is a serious problem, not only violating legal regulations but also directly affecting professional ethics standards, one of the core foundations of the medical industry.

After this incident, the Department of Health has identified one of the key tasks as continuing to strengthen and improve professional ethics throughout the industry. Specifically, the Department of Health has increased propaganda and education activities on professional ethics through training courses, professional activities, integrating medical ethics content into regular training and fostering programs, and promoting the emulation movement to build the image of medical staff . At the same time, inspection and examination work has also been carried out more frequently to promptly detect and prevent negative manifestations, contributing to maintaining the cleanliness and strength of the medical staff in the province.

The Department of Health has also directed medical examination and treatment facilities in the province to step up propaganda and guidance on proper implementation of regulations on organizing practice and issuing practice certificates.

For the Central Highlands General Hospital, in recent years, the process of practitioners at the hospital has been implemented in accordance with the provisions of Decree No. 96/2023/ND-CP, dated December 30, 2023 of the Government , detailing a number of articles of the Law on Medical Examination and Treatment. The hospital periodically sends a written registration of the list of people participating in medical examination and treatment practice to the Department of Health.

After the trainee finishes the internship period, the hospital's Personnel Department will compile and check all the internship completion certificates signed by the internship instructor. When qualified, it will advise the Hospital Director to sign the internship completion certificate for the trainee.

The Quality Management Planning Department will post the list of people completing the practice process on the information system for managing medical examination and treatment activities, ensuring publicity and transparency.
