Specifically, on June 9, 2025, the Thanh Hoa Department of Home Affairs sent a document to the People's Committee of Muong Lat district, stating that the Department of Home Affairs received a petition dated June 5, 2025 from a group of civil servants working at public service units under the People's Committee of Muong Lat district.
The content of the petition reflects that the People's Committee of Muong Lat district has not yet implemented the promotion of professional titles of civil servants according to the approved criteria in Decision No. 856/QD-UBND dated March 24, 2025. After consideration, the Department of Home Affairs forwarded the petition of the collective of civil servants to the People's Committee of Muong Lat district, requesting the People's Committee of Muong Lat district to urgently implement the process of considering the promotion of professional titles of civil servants in 2025 according to the criteria approved by the Provincial People's Committee and the instructions of the Department of Home Affairs in Official Dispatch No. 859/SNV-CCVC dated March 27, 2025, ensuring completion before July 1, 2025.
However, on June 12, 2025, the Chairman of the People's Committee of Muong Lat district signed a document to the People's Committees of communes and towns in the area, announcing that the consideration of civil servant promotion will be transferred to the People's Committees of new communes after the 2-level local government apparatus is rearranged and reorganized from July 1, 2025.

In the document, the People's Committee of Muong Lat district explained the delay due to having to mobilize all human resources and time to complete the work serving the work of arranging and perfecting the administrative apparatus according to the direction of the Central Government and the Provincial People's Committee.
The document stated: “On March 24, 2025, the People's Committee of Thanh Hoa province issued Decision No. 856/QD-UBND approving the promotion targets for professional titles of civil servants in 2025. On April 8, 2025, the People's Committee of Muong Lat district issued Plan No. 80 KH - UBND on organizing the review of promotion of professional titles of civil servants in public service units under the district People's Committee.
However, at the same time, according to the direction of the Central and the province, the District People's Committee must arrange and concentrate human resources and time to ensure the completion of tasks in the process of arranging and organizing the local government apparatus at 2 levels. Therefore, the organization of the implementation of the review of professional title promotion for civil servants no longer ensures the time to complete the implementation before the district-level administrative unit ends...".
On June 13, in a quick exchange with the press, Mr. Tran Quoc Huy, Director of Thanh Hoa Department of Home Affairs, said that after receiving the information, Mr. Huy called the leaders of Muong Lat district, requesting the district to carry out the promotion review for civil servants according to regulations and within the time assigned by the province.
