TPO - On February 11, the Hanoi Department of Education and Training issued a document directing educational institutions on implementing regulations on extra teaching and learning according to Circular 29 of the Ministry of Education and Training.
Accordingly, the Hanoi Department of Education and Training requires the Departments of Education and Training, general education institutions, and Vocational Education and Continuing Education Centers to disseminate and propagate to cadres, teachers, staff, students and parents the regulations on extra teaching and learning according to Circular No. 29 of the Ministry of Education and Training.
Hanoi requires educational institutions to seriously and fully implement the contents of the new circular on extra teaching and learning.
If there are any difficulties or problems during the implementation process, the educational institution must promptly report to the Department of Education and Training.

In December 2024, the Ministry of Education and Training issued Circular 29 stipulating many new points, strengthening management of extra teaching and learning. The Circular will take effect from February 14.
The new circular stipulates that no extra teaching or learning is allowed for primary school students, except in cases of arts, sports, and life skills training; and no extra teaching is allowed for students whose schools have organized two sessions per day.
Extra teaching and learning in schools must not collect money from students and is only for 3 groups of people, who are the responsibility of the school: Students whose final semester study results are not satisfactory; students selected by the school to nurture excellent students and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
Regarding regulations on extra teaching and learning outside of school, the new Circular stipulates: Organizations and individuals that organize extra teaching and learning with fees from students must comply with relevant legal regulations (register business, declare activities, provide relevant information to local authorities according to law); teachers who are teaching at schools are not allowed to teach extra teaching outside of school with fees from their students in class...
According to the Ministry of Education and Training, the new regulation aims to ensure the rights of students, avoiding teachers “pulling” students from class to teach extra classes. If they are not in need of extra classes at school, students wishing to take extra classes outside of school are doing so voluntarily.
Hanoi is the locality with the largest number of schools in the country with more than 2,900 schools and about 2.3 million students.
