Digitizing Party Member Records in Ly Nhan

Following the directive of the Provincial Party Standing Committee on digitizing party member records of Party agencies in the province, in recent times, grassroots Party organizations in Ly Nhan district have urgently implemented the task, determined to complete it on schedule.

On November 29, 2024, the Central Committee of the Communist Party of Vietnam issued Decision No. 204-QD/TW approving the Project on Digital Transformation in Party Agencies. Ha Nam province was selected to pilot the digitization of Party member records. In accordance with Action Program No. 134-CTr/TU dated February 28, 2025, of the Standing Committee of the Ha Nam Provincial Party Committee, implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, the Ly Nhan District Party Committee directed its subordinate Party organizations to seriously and decisively implement the contents to serve the digitization of Party member records in the district.

The Ly Nhan District Party Committee currently has 26 affiliated grassroots party organizations with over 10,000 party member records, including deceased, active, and retired members. To effectively digitize Party member records, the Standing Committee of the Ly Nhan District Party Committee has focused on leading and directing the review and updating of digitized Party member records. Simultaneously, it has assigned the District Party Committee's Organization Department to guide and supervise subordinate Party organizations in carrying out the steps according to the plan, coordinating with the working group of the Ha Nam Provincial Police to implement the digitization process.

Members of the working group responsible for digitizing party member records in Hoa Hau commune are classifying documents at the unit.

Following the directives of the District Party Committee Standing Committee and the implementation guidelines of the District Party Committee Organization Department, the subordinate Party committees and branches promptly established working groups to support the digitization of Party member records within their units. They quickly began preparing Party member records, specifically: reviewing, organizing, and managing Party member records, and classifying documents in Party member records chronologically into document sets; supplementing the index of Party member records; arranging documents in document sets chronologically; adding information to records and assigning record codes according to the guidance of the higher-level Party committee and the regulations of the Party Charter. In addition, grassroots Party organizations also effectively disseminated information to cadres and Party members about the importance of digitizing Party member records for the storage and preservation of Party member records.

The Hoa Hau Commune Party Committee has 19 subordinate branches with 522 active party members and 889 party member files currently stored and managed, requiring digitization. Following the higher-level directive on digitizing party member files, the Hoa Hau Commune Party Committee promptly implemented the necessary steps. Comrade Tran Huy Hai, Deputy Secretary of the Hoa Hau Commune Party Committee, stated: Recognizing the crucial importance of digitizing party member files, the Party Committee has seriously implemented the directive according to the guidelines. Cadres have focused on inspecting, classifying, and supplementing all information in party member files stored at the commune according to the correct procedures. Resources and personnel have been allocated to transport party member files to the digitization location and support the digitization process as required. By 8:00 PM on April 10th, the commune had completed the digitization of its files.

According to officials responsible for sorting and scanning documents, many party member files are very old and made of thin paper, making it difficult to number the pages, remove staples, and feed them into the scanner. Therefore, careful sorting is necessary to avoid tearing or damaging the party members' documents and files.

Thanks to the attention and encouragement of the District Party Committee leaders, and the diligent and serious work ethic of working without days off, the digitization of Party member records in Ly Nhan district has achieved positive results. As of April 10th, Ly Nhan district has completed the digitization of Party member records for 21 commune and town Party committees, and is striving to complete the digitization of Party member records for the remaining Party branches and agencies before April 15th.

The digitization of Party member records aims to promote the implementation of digital transformation, administrative reform, and the application of information technology in Party work, improve the efficiency of managing and storing Party record data, and actively contribute to socio -economic development, building a clean and strong Party and political system in the area.
