Summary of 5 years of implementing Resolution No. 09 of the Provincial People's Council - Lang Son Newspaper and Radio and Television Station

- On the afternoon of April 3, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee chaired the Conference to review 5 years of implementing Resolution No. 09 dated December 10, 2019 of the Provincial People's Council regulating the level of support for the development of small-scale irrigation, intra-field irrigation and advanced irrigation, saving water in the province.

On December 10, 2019, the 14th session of the Provincial People's Council, term XVI, 2016-2021, passed Resolution No. 09 on Regulations on support levels for the development of small-scale irrigation, intra-field irrigation and advanced irrigation, water saving in Lang Son province, with the aim of contributing to accelerating the implementation of the program of solidifying irrigation canals and the Project on restructuring the agricultural sector associated with building new rural areas in Lang Son province.

To implement the resolution, the Department of Agriculture and Environment (the agency assigned to advise) has coordinated with relevant departments and branches to issue guidelines and documents to implement the resolution in accordance with regulations; departments, branches, sectors and 11 districts and cities have developed plans to implement the resolution. The work of disseminating and popularizing the resolution has also been focused on and implemented in a variety of forms.

Implementing the resolution, 10 districts have established over 250 grassroots irrigation organizations with over 9,200 members participating; 31 small irrigation works have been supported in construction and handed over for use with a total support budget of over 7.1 billion VND; the total length of reinforced irrigation canals is nearly 10km.

Currently, the province has over 2,800 irrigation works, of which nearly 2,400 are small irrigation works and intra-field irrigation works. Irrigation works serve over 17,700 hectares/crop, with irrigation capacity reaching nearly 80% of the design. The irrigation system has made an important contribution to production, socio -economic development and natural disaster prevention.

At the conference, delegates discussed and clarified the results achieved, pointed out some limitations and proposed solutions for implementation in the coming time.

Speaking at the conference, the Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to focus on inspecting and urging the implementation of the lists and projects that have been allocated capital for implementation this year; promptly advise the Provincial People's Committee on related contents for the development of small-scale irrigation, in-field irrigation and advanced irrigation, saving water in the province after the Central Government decided to organize the implementation of the 2-level local government model.

At the same time, coordinate with relevant departments and branches to edit and supplement instructions in accordance with current regulations and practices; urge, inspect, supervise, and promptly remove difficulties and problems that arise.

Party committees and authorities at all levels shall strengthen leadership and direction in organizing the implementation of Resolution No. 09; strengthen supervision of the implementation of this policy at the local level; promote decentralization and transfer of project management to grassroots irrigation organizations; and strengthen support from specialized agencies and authorities in the organization and operation of grassroots irrigation organizations.
