Quickly concretize the contents of Resolution No. 136/2024/QH15 on supporting the semiconductor microchip sector into practice

According to Deputy Minister Bui Hoang Phuong, Resolution No. 29-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country by 2030, with a vision to 2045, has determined: to build and implement a national program on enhancing the capacity for independence, autonomy, self-reliance and self-reliance of Vietnam's production sector by 2045 (Make in Vietnam 2045) in the direction of focusing on enhancing autonomy in raw materials, technology, production and markets, enhancing innovation and design capacity, developing technology-intensive industries with high added value and low-carbon emission industries.

Encourage businesses to invest in innovation, adopt and master technology, especially core technology and source technology; prioritize resources and have strong enough incentive mechanisms and policies to develop priority areas of the foundation industries.

Resolution No. 01/NQ-CP dated January 5, 2024 of the Government on the main tasks and solutions to implement the Socio -Economic Development Plan and State Budget Estimate for 2024 issued by the Government, which identifies: promoting industrial restructuring; focusing on recovering and developing industries, especially processing, manufacturing, and semiconductor chip production, to become a driving force for economic growth.

Urgently research and propose to competent authorities to issue breakthrough mechanisms and policies to promptly remove difficulties in attracting investment to develop key industries, platform industries and emerging technologies such as semiconductor chips.... Focus on developing high-quality human resources, especially human resources in the fields of biotechnology, artificial intelligence, semiconductor chips associated with promoting scientific research, technology development and application, further promoting innovation and start-up.

In the trend of diversifying supply chains and complicated political developments in the world, semiconductor industry enterprises have been shifting to Asian countries to set up headquarters and factories.

Vietnam has a number of outstanding advantages to affirm its readiness for the semiconductor industry, such as high political determination; favorable investment and business environment; quality workforce; comprehensive strategic partnerships with most countries with developed semiconductor industries. With the above context and advantages, Vietnam has a great opportunity to participate in the global semiconductor industry value chain.

On August 8, 2024, Prime Minister Pham Minh Chinh signed Decision No. 791/QD-TTg on the establishment of the National Steering Committee for the Development of the Semiconductor Industry. The Steering Committee is responsible for researching, advising, recommending, and proposing directions and solutions to promote the development of the semiconductor industry in Vietnam; directing and coordinating between ministries, ministerial-level agencies, government agencies and relevant agencies and organizations to promote the development of the semiconductor industry in Vietnam.

Da Nang City, with its strategic geographical location, favorable investment and business environment, high-quality human resources, and information technology infrastructure, ensures the convergence of core elements to develop into a new microchip center of Vietnam and the region. The Government highly appreciates the efforts of the city government in quickly orienting and taking practical and appropriate actions to focus on developing this field and has achieved certain results.

On June 26, 2024, the National Assembly passed Resolution No. 136/2024/QH15 on the organization of urban government and piloting special mechanisms and policies for the development of Da Nang city, including outstanding preferential policies for strategic investors and strategic partners in the fields of microchips and artificial intelligence.

This demonstrates the central government’s support for investment in developing this sector in Da Nang City. This is an opportunity for the locality to focus resources, create a strong breakthrough and emphasize that developing the semiconductor industry is the country’s strategic choice for Da Nang City.

Based on the recommendations of the Da Nang city government and businesses and training institutions, the Ministry of Information and Communications will report to the National Steering Committee on the development of the semiconductor industry to have timely solutions and approaches with great openness to have suitable scenarios for each year and each stage; linking semiconductors and artificial intelligence to orient specialized chips; linking semiconductors with innovation to promote and break through the value of the digital economy.

The factors are weights to unlock resources, consolidate position and create favorable conditions for the development of the semiconductor sector in Da Nang. Through this, the Ministry of Information and Communications has some recommendations to Da Nang city.

Specifically, promptly research and develop resolutions regulating policies to support the development of semiconductor microchips and artificial intelligence in Da Nang city to concretize the contents of Resolution No. 136/2024/QH15 into practice, promptly promulgate and apply in early 2025.

Early implementation of recognition of strategic investors, strategic partners and implementation of leasing without auction at Software Park No. 2, timely reporting to the Central Government to resolve difficulties and problems during the implementation process.

Effectively implement tasks and solutions, aiming to train at least 5,000 semiconductor engineers by 2030, contributing to the national goal of training 50,000 semiconductor engineers by 2030.
