To clarify this issue, a reporter from the Communist Party of Vietnam Electronic Newspaper had an interview with Mr. Hoang Hai Minh - Vice Chairman of the People's Committee of Thua Thien Hue province.

Reporter: Sir, to create a modern and friendly urban image, many factors are needed. So, in your opinion, what is the most important factor for Thua Thien Hue today?

Comrade Hoang Hai Minh: In the history of urban development in Vietnam, Thua Thien Hue has been a national and regional urban area; in particular, Hue city is the first provincial-level urban area in the country (in 2005).

On December 10, 2019, the Politburo issued Resolution No. 54-NQ/TW on “Building and developing Thua Thien Hue province to 2030, with a vision to 2045” with the goal of “By 2025, Thua Thien Hue will become a centrally-run city on the basis of preserving and promoting the values ​​of the ancient capital’s heritage and Hue’s cultural identity, with cultural, heritage, ecological, landscape, environmentally friendly and smart characteristics”. This is an important foundation, creating conditions for the province to soon complete the goal of becoming a centrally-run city.

To achieve the goal of becoming a centrally-governed city in accordance with the orientation of this Resolution, the role of planning is very important, in which it is necessary to build and create a modern, environmentally friendly, and smart urban image and environment while ensuring the preservation and promotion of heritage values, which is the goal that Thua Thien Hue is aiming for.

Currently, Thua Thien Hue province is simultaneously implementing the following planning contents: Thua Thien Hue province planning for the period 2021 - 2030, with a vision to 2050; Thua Thien Hue urban master plan to 2045, with a vision to 2065; Planning for the Conservation and Promotion of the Values ​​of the Complex of Hue Monuments to 2030, with a vision to 2050, etc. The completed planning projects are being submitted to competent authorities for appraisal and approval. Accordingly, the province has considered and calculated the re-planning of each urban system and the entire urban area in general, including the planning of urban infrastructure systems, traffic infrastructure, technical infrastructure, etc., in order to re-plan the urban space system, ensuring the correct orientation and goals of general urban planning in the spirit of Resolution No. 54-NQ/TW.

The image and goals of the urban space are specified by solutions on urban transport infrastructure planning, synchronous technical infrastructure system, green infrastructure, energy conversion, etc. and expressed by plans and regulations to ensure the preservation and promotion of the heritage value of the ancient capital and Hue cultural identity. All must comply with the criteria and standards of type I urban areas of Resolution No. 1210 and 1211/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee; Resolution No. 26, 27 dated September 21, 2022 of the National Assembly Standing Committee on administrative unit standards and classification of administrative units.

Reporter: Sir, can you help people better understand the urban infrastructure and transport infrastructure orientation of Thua Thien Hue province?

Comrade Hoang Hai Minh: Regarding traffic infrastructure and urban infrastructure, Thua Thien Hue province has the advantage of a fairly complete urban traffic infrastructure system. Including planning for railway systems, inland waterways, airways, roads, sea routes, and this infrastructure system has also been calculated and planned quite systematically by the province in all related planning contents from national planning orientation to provincial planning, general planning and construction and urban planning.

Currently, some of the transportation planning development orientations that Thua Thien Hue province focuses on investing and building include: air transport continues to invest and upgrade Phu Bai International Airport. Accordingly, by 2030, Phu Bai International Airport is planned to have a capacity of 7 million passengers/year. The province is proposing that the Central Government pay attention to allocating capital to upgrade parallel taxiways (length 2700m) and landing equipment at Phu Bai International Airport. Regarding sea transport, it will invest in the coastal road system, upgrade and call for investment in Chan May port, develop Dien Loc port and continue to promote Thuan An port with the goal of becoming a port in the city, ... . Waterway transport will plan and promote the exploitation of the waterway transport network surrounding the Ngu Ha river area, the waterway transport system along the Huong river connecting the Thuan An area, the Tam Giang - Cau Hai lagoon system, ...

In addition, railway traffic continues to maintain the current railway system according to the national orientation, and forms a high-speed railway traffic system with a BOT system and land funds for developing accompanying services,... Regarding road traffic, Thua Thien Hue continues to research and expand the La Son - Tuy Loan, Cam Lo - La Son expressways, upgrade National Highways, Provincial Roads, plan and deploy investment in a number of bridges connecting across the lagoon, upgrade the urban traffic system - expand and renovate main roads in the urban area, upgrade roads to ensure corresponding urban criteria,...

The planning and implementation issues have been built quite systematically and in accordance with the development needs of the province. However, the implementation process of the above mentioned transport infrastructure and urban infrastructure projects still has many problems, so it has not been as expected. In the coming time, after the above mentioned plans are approved, the province will build more specific and synchronous measures for effective implementation.

Reporter: Dear comrade, given the current urban development situation, how can we reduce traffic pressure in the urban core when Thua Thien Hue becomes a centrally-governed city?

Comrade Hoang Hai Minh: To reduce traffic pressure in the core urban area of ​​Thua Thien Hue, it is necessary to have a comprehensive calculation, ensuring connection with areas outside the core area. Planning is also one of the important factors determining the reduction of traffic pressure in the core area, when the province becomes a centrally-governed city.

To do that, the most important thing is to promote the system of beltway traffic routes and have appropriate regulation and traffic flow plans in the inner city area, at the same time, strengthen and promote the effectiveness of the public transport system, green transport will contribute to solving traffic pressure. Accordingly, in the general urban planning plan of Thua Thien Hue, the current problems and limitations in the inner city traffic problem have been taken into account to plan a suitable beltway system, build a public transport connection system, green transport for effective traffic operation.

In fact, the current bypass system in the west of Hue city has helped limit large vehicles entering the center. The city is also implementing the Ring Road 3 system and the bridge over the Perfume River. This project helps reduce congestion and ensure the traffic system for the core urban area in the west and south of the city. In the east of the city, routes such as Thuy Duong - Thuan An, Cho Mai - Tan My, the 60m planned road connecting Thuy Van to Phu Da, etc. are being implemented to help smooth traffic and at the same time bring the city closer to the sea, ensuring the orientation of coastal urban development.

In addition, this year we strive to start construction on the extended To Huu route, connecting Hue with Phu Bai airport, Trung Nu Vuong route, etc., helping to reduce pressure on National Highway 1A from Hue to Phu Bai airport. Combining solutions to enhance infrastructure improvement in the urban core of Hue city, Huong Tra town, Huong Thuy town, Phu Loc district, Phong Dien are also of interest, etc. It can be said that these are important projects, helping to change the face of the urban area when Thua Thien Hue becomes a centrally-governed city.

Reporter: Dear comrade, to have a beautiful, spacious, civilized and modern urban image, what solutions has Thua Thien Hue province had to effectively restore urban order?

Comrade Hoang Hai Minh: Currently, the problem of encroachment on sidewalks and urban disorder does not only occur in Hue but also in every urban area, so this is a regular task of an urban government.

It must be said that the work of restoring urban order is very important, creating a good feeling for people and tourists. In recent times, Hue city has implemented many solutions and many urban utilities such as: odd and even day parking system. In addition, the city has invested in additional parking lots along the two banks of the Huong River, renovated and embellished the stadium area, renovated, embellished and formed Hai Ba Trung walking street. Synchronously deploy urban embellishment solutions by regulating the system of canopies, awnings, and sidewalk parking markers for motorbikes; continue to launch the program to reclaim sidewalks for pedestrians, etc.

Regarding the encroachment of sidewalks, in the immediate future, Hue City will continue to have more specific solutions and regulations in urban beautification work and move towards more synchronous management. In the next phase, continuing to invest in completing the synchronous infrastructure system according to the planning will help Hue City improve its traffic infrastructure indicators, ensuring the criteria for the quality of a type I urban area, taking into account the specific factors when becoming a centrally-run city.

Reporter: Sir, in the process of implementing projects related to traffic and urban areas, what difficulties is Thua Thien Hue province facing, and what are the solutions to overcome them?

Comrade Hoang Hai Minh: The current difficulties and problems of the province include the implementation of traffic and urban projects.

Currently, difficulties in site clearance are still the biggest bottleneck in the implementation of investment projects to complete infrastructure in Thua Thien Hue province. Especially in the period of 2021-2025, the province continues to focus on implementing projects with a large volume of compensation and resettlement of residents such as Relocation of residents, site clearance of area 1 of Hue Citadel relic; Coastal road and bridge through Thuan An estuary, Nguyen Hoang Street and Huong River overpass along with other urban infrastructure projects,...

In addition, it is also necessary to maintain the viewpoint of not trading the environment for the economy; building Thua Thien Hue to develop in a harmonious and sustainable direction, reducing pressure on urban population, limiting intervention in architecture and landscape; continuing sustainable development on the basis of promoting cultural and heritage values ​​associated with protecting landscape and environment; therefore, the planning and implementation process still has major obstacles due partly to people's living habits and the long-standing formation process of the existing urban area.

To overcome the above-mentioned difficulties and weaknesses, the locality has proposed integrated solutions in planning and directing implementation, such as mobilizing maximum legal capital sources for infrastructure investment. In addition, the province focuses on site clearance, establishing working groups, regularly urging and handling problems in site clearance, resettlement arrangements; re-planning the relic system with a system of protection belts, supporting appropriate development. At the same time, the province always focuses on calling for and attracting investment from potential investors to build ecological, landscape, and environmentally friendly works.

I think that planning will also solve the conflict between development and heritage conservation. Therefore, the population dispersion in the core heritage area has been, is and will be thoroughly implemented. In parallel with the implementation of the traffic organization project for the core of Hue city and surrounding areas.

In the Hue Citadel area, the traffic system cannot be expanded but will be reorganized to ensure smooth, safe and friendly traffic for tourists. In addition, Thua Thien Hue province encourages public transport such as trams and on some routes, arranges separate paths for pedestrians; increases bicycle sharing for the inner city and both banks of the Perfume River; has solutions to reduce the density of people going through the Citadel, helping them access the traffic system outside the Citadel in the fastest way.
