Recently, the Economic - Budget Committee of the City People's Council supervised the land recovery work of projects according to the resolution of the City People's Council, at the Department of Natural Resources and Environment (TN&MT) of the city. The monitoring results showed that the land recovery work of projects in the city has not met the set plan. The reasons are that the specific land price has not been determined, the people whose land has been recovered have not agreed with the compensation price, the resettlement work has not been ensured, some agencies and units lack determination and responsibility in the land recovery work...

In the past 3 years, there have been 78 projects in the city, with a land area of 1,440.22 hectares to be recovered; of which, 22 projects have completed land recovery, with an area of 258.06 hectares; 52 projects are carrying out land recovery, with an area of 1,120.34 hectares; 2 projects have not yet implemented land recovery, with an area of 7.2 hectares and 2 projects have not implemented land recovery, with an area of 54.2 hectares.
From 2020 to 2023, the results of land acquisition for projects in the city are still low (reaching 43.2%) compared to the resolution of the City People's Council. The City Department of Natural Resources and Environment believes that some difficulties and obstacles in the process of land acquisition are due to the slow determination of specific land prices in some projects; lack of resettlement land to arrange for people affected by the projects; some projects are not in accordance with the general construction planning, the planning location needs to be adjusted; Some land policies in land acquisition are still inadequate, especially in determining compensation land prices... Mr. Nguyen Van Dung, Head of the Urban Committee of the City People's Council, said: "The slow acquisition of land for projects has greatly affected public investment and disbursement progress of the city. Therefore, the Department of Natural Resources and Environment needs to focus on solving the problem of human resources in localities; the specific land valuation in some projects in the past has been slow; the land valuation in areas bordering districts must be appropriate; pay attention to closely coordinating with localities and related agencies and units to ensure better land acquisition in the coming time".
At the monitoring session, localities also expressed concern about the city's Department of Natural Resources and Environment authorizing the People's Committees of districts to determine specific land prices to calculate compensation when the State reclaims land, collect land use fees when allocating resettlement land... Mr. Nguyen Trung Nhan, Chairman of the Vietnam Fatherland Front Committee of the city, said: "Authorizing the People's Committees of districts to determine specific land prices is not feasible. I suggest that the city's Department of Natural Resources and Environment needs to have practical solutions to quickly remove difficulties for localities in the coming time". In addition, localities also said that currently, the land recovery work for projects is very large, human resources are not guaranteed, and officials do not have expertise in appraisal, so errors are likely to occur. Mr. Ma Khanh Hau, Vice Chairman of the People's Committee of Ninh Kieu district, suggested: "The city's Department of Natural Resources and Environment and related units need support and training to better implement the land recovery work for projects". Localities said that the city's support and compensation prices for land, crops and architectural works are no longer suitable to reality, causing difficulties in site clearance. They also requested that they be reviewed and issued appropriately.
The monitoring team requested the Department of Natural Resources and Environment of the city and related units to step up propaganda and mobilize people to understand the objectives of land acquisition. At the same time, urgently implement projects that have not yet acquired land, speed up the completion of land acquisition for ongoing projects; speed up the construction of a land database...
