The replacement of social insurance numbers with personal identification numbers/citizen identification cards (CCCD) will be implemented from August 1, 2025. This is a regulation in Official Dispatch No. 1804/BHXH-QLT of the Vietnam Social Security (VSS) sent to the Social Security of provinces and centrally-run cities to guide on the use of personal identification numbers/CCCD to replace social insurance numbers and codes for managing units participating in social insurance and health insurance.
According to previous regulations, the social insurance code (10 digits) is the unique personal identification number of the participant issued by the social insurance agency to manage the process of paying and receiving social insurance benefits. Each social insurance participant has a unique code, not duplicated with anyone else.
This code is printed on the social insurance book and health insurance card, and is also the basis for looking up information on payment and enjoyment of social insurance, health insurance, and unemployment insurance regimes easily and quickly for both employees and relevant agencies.
When implementing the replacement of social insurance codes with personal identification numbers/citizen identification cards, it brings many benefits such as: Helping social insurance agencies manage information of social insurance and health insurance participants accurately and consistently; ensuring connectivity and synchronization of databases between agencies serving management work; creating convenience for people to easily look up information, perform online procedures, reduce administrative paperwork...
This is considered an important step forward in the process of comprehensive reform and digital transformation, towards the goal of building a modern, effective and people-friendly social insurance system.
