Mr. Dinh Nguyen Vu, Secretary of Que Son District Party Committee ( Quang Nam ) said that the incident was determined to have occurred at Con Cung private kindergarten (Phuoc Chanh village, Que My commune).

According to the license, this facility is only allowed to keep 7 children of nursery and kindergarten age. However, upon inspection, the authorities discovered that the number of children in this private facility is more than the number licensed.

"After receiving the information, I directed the facility to immediately stop its operations. This morning, it is not allowed to receive any more children for care. The local authorities have also visited and encouraged the family of the child who was beaten by the female teacher. Currently, the police are consolidating the case file to investigate and strictly handle this behavior," said Mr. Vu.

Meanwhile, Mr. PPT (father of the 20-month-old child who was beaten) said that the camera of this private facility is often turned off at noon. However, that day the owner of the facility neglected to turn it off, so the child's abuse was discovered by the parents.

As soon as the family discovered the incident, they went to the facility. Ms. L. (the person who carried the 20-month-old child upside down) cried and apologized, saying that she had done it by mistake because the child was crying and refused to take a nap, but the parents did not accept this explanation.

According to Mr. T, during the nearly one month his family left their child at the facility, the parents were not allowed to monitor the camera, even though this was a legitimate right to monitor the quality of child care.

The clip shows that at around 11:55 am on April 11, the children were taking a nap when a person believed to be a preschool teacher went to a cabinet, took a tool that looked like a ruler, then approached and grabbed a child's leg, lifted it up, and continuously hit it hard, causing the child to cry miserably.

On the evening of April 11, Mr. Phan Quoc Manh - Vice Chairman of the People's Committee of Que My commune (Que Son district, Quang Nam) confirmed that the locality had received the information and was directing the commune police to investigate the case of a female teacher repeatedly beating a 20-month-old child.
