As Nguoi Dua Tin reported earlier, at around 11pm on September 12, a particularly serious fire broke out in a mini apartment building on Khuong Ha Street (Khuong Dinh Ward, Thanh Xuan District, Hanoi City), killing 56 people and injuring 37 others.
The first floor of the mini apartment building was completely burned down.
Immediately after the fire broke out, Prime Minister Pham Minh Chinh, Secretary of the Hanoi Party Committee Dinh Tien Dung, Deputy Prime Minister Tran Luu Quang... went to the scene to inspect and direct the handling of the consequences.
Hanoi City Police then initiated a case, prosecuted the accused and arrested and detained Nghiem Quang Minh (born in 1979; residing in Yen Hoa, Cau Giay, Hanoi), the owner of the mini apartment building where the fire broke out, for 4 months for the crime of "Violating regulations on Fire Prevention and Fighting" under Article 313 of the Penal Code.
The Ministry of Public Security also requested localities to coordinate and organize general inspections and review fire safety requirements for multi-apartment housing (mini-apartments), rental service businesses with high population density in the area, promptly detect and strictly handle violations .
