Developing Party organizations and Party members is one of the important contents in Party building work to enhance the Party's leadership and governing capacity. Deeply aware of the position and role of developing Party organizations and Party members, the Standing Committee of Tam Duong District Party Committee has focused on leading, directing decisively and creatively and proposed many solutions to meet and complete the targets and tasks of Party building work early.
Tam Duong District Party Committee currently has 48 grassroots Party organizations, including 13 commune and town Party Committees, 3 agency Party Committees and 32 Party cells directly under the District Party Committee. The entire Party Committee has over 6,300 Party members.
Implementing the 2023 work program and the key targets and tasks assigned by the Provincial Party Committee Standing Committee on Party building and organization, from the beginning of the year, the District Party Committee Standing Committee has proactively and promptly deployed the Party's policies, directives and resolutions of the Provincial Party Committee and District Party Committee to the branches, affiliated Party Committees and cadres and Party members in the Party Committee. With the determination of the entire political system, Tam Duong district has completed the targets on Party building work.
Implementing Decision No. 880 of the Provincial Party Committee on assigning a number of key targets and tasks in 2023 to heads of agencies and units, the District Party Committee has directed agencies and units to advise on developing targets and tasks in 2023 to assign to heads of agencies and units in accordance with the practical situation of the locality.
The District Party Committee has proactively developed and issued Decision No. 1188 on assigning a number of key targets and tasks in 2023 to 60 heads of agencies, units, Party Committees, and People's Committees of communes and towns. At the same time, conferences were held to disseminate and assign targets to branches and Party Committees in the district to create consensus and unity in implementation.
To proactively implement the targets and tasks assigned by the Provincial Party Committee, the District Party Committee Standing Committee directed the subordinate Party cells and Party Committees to review and register to implement the targets and tasks for 2023 with the District Party Committee Standing Committee.
Based on the targets assigned by the Provincial Party Committee, registration of branches, Party Committees and actual situation, the Standing Committee of the District Party Committee assigns targets to heads of branches and Party Committees that are close to reality and the ability to complete assigned tasks.
At the same time, establish a Steering Committee and a Working Group to support the Steering Committee to implement a number of key targets and tasks assigned by the District Party Committee Standing Committee to heads of agencies and units in 2023; assign specific tasks to members of the Steering Committee and working groups.
Establish a working group of the Standing Committee of the District Party Committee to work with 13/13 communes and towns to direct and inspect the implementation of key targets and tasks assigned by the Provincial Party Committee and the District Party Committee to lead, direct, inspect, urge, and remove difficulties and obstacles in the process of implementing tasks.
Along with directing the implementation of the Party Committee's general tasks, the District Party Committee regularly urges and directs its subordinate Party cells and Party Committees to perform well the tasks in the field of Party organization and building: Admitting Party members; establishing Party organizations in private and collective economic units; increasing the proportion of village heads and residential group leaders who are Party members.
Realizing the importance of party member development, the District Party Committee Standing Committee directed the District Party Committee's Organizing Committee to proactively develop plans and assign targets to the Party Committees of communes, towns and affiliated Party cells.
Direct and implement drastic and specific solutions, focusing on propaganda andeducation so that the masses have a correct understanding of the meaning and importance of Party member development work to have the motivation to strive to join the Party.
In addition, regularly instruct Party organizations on the process, procedures, and steps from introduction, training, to admitting Party members. Require Party committees and organizations at all levels to promote the work of developing Party members but must ensure quality criteria, not chasing quantity but neglecting quality. With the determination of Party committees at all levels in the entire District Party Committee, the task of admitting Party members in 2023 has achieved the target assigned by the Provincial Party Committee with 185 newly admitted Party members.
In parallel with the task of developing Party members, the District Party Committee proactively directed and guided the establishment of two Party organizations in private economic units under the Party Committees of Duy Phien commune and Kim Long town. By the end of 2023, Tam Duong district had completed the target assigned by the Provincial Party Committee on the establishment of new Party organizations in private and collective economic units.
The task of increasing the proportion of village heads and residential group leaders who are party members is identified by the District Party Committee as a difficult task, requiring the decisive participation and consensus of the entire political system and the contingent of cadres and party members in the entire Party Committee.
To ensure that the rate of village chiefs and residential group leaders who are party members reaches over 90%, the District Party Committee requires the Party Committees of communes and towns to review the conditions, standards, and health of village chiefs and residential group leaders who are not party members to unify direction.
For village chiefs and residential group leaders who meet the conditions and standards to join the Party, the Party cell assigns tasks and assigns official Party members to monitor, assist, and introduce them to participate in Party awareness classes and proposes the District Party Committee to consider and admit them to the Party.
For those who do not meet the conditions and standards, other appropriate tasks will be assigned. Thanks to close direction with many flexible and creative solutions, by the end of 2023, the rate of village heads and residential group leaders who are Party members in the district is 121/130 people, an increase of 8.4% compared to the beginning of the year, exceeding the target assigned by the Provincial Party Committee.
To continue to well implement the targets and tasks assigned by the Provincial Party Committee, including targets and tasks on Party building and organization in 2024, the Tam Duong District Party Committee continues to innovate leadership methods associated with Party building and rectification, contributing significantly to improving the Party's governing capacity, comprehensive and effective leadership over the activities of the political system and in the fields of socio-economic development, ensuring national defense and security in the district, and enhancing people's trust in the Party.
Strictly implement the principle of democratic centralism; further clarify functions, tasks, and powers, associated with promoting the responsibility of organizations and individuals, especially leaders, in implementing assigned targets and tasks.
Accordingly, Party committees and organizations at all levels have plans to create specific sources for developing Party members, close to the actual situation; regularly inspect, supervise, guide, and remove difficulties and obstacles for the grassroots in the work of creating sources and recruiting Party members as well as developing Party organizations in private and collective economic units.
Assign specific responsibilities to socio-political organizations to promote emulation movements, mobilize union members and association members to actively participate, thereby discovering, nurturing and introducing sources of recruitment to the Party.
Focus on reviewing resources, paying attention to education, creating conditions for Party admission for cadres, civil servants, and public employees, especially those in health and education units, and high school students; focus on creating resources for secretaries of youth union branches, association branches, heads of association organizations, demobilized soldiers, and university graduates to join the Party.
In the immediate future, it is necessary to focus on overcoming the situation where village chiefs, residential group leaders, village front committee leaders, village team leaders and police officers are not party members and the situation where village and residential group party cells have not been able to recruit party members for many years; strive to achieve 100% of village chiefs and residential group leaders being party members.
Continue to implement Resolution No. 4 of the 12th Central Committee and Conclusion No. 21 of the 13th Central Committee of the Party on strengthening Party building and rectification in conjunction with implementing Directive No. 05 of the Politburo.
Closely combine the work of admission with the work of management and screening of party members, resolutely remove unqualified party members from the Party in accordance with the spirit of Directive No. 28 of the Central Party Secretariat, making the Party organization truly clean and strong, creating trust among party members and the people in the Party's leadership.
