Strengthening mass mobilization work in compensation, support and resettlement when the State acquires land

The Standing Committee of Khanh Hoa Provincial Party Committee has just issued the Regulation on mass mobilization work in compensation, support and resettlement (TDC) when the State acquires land in the province. Khanh Hoa Newspaper reporter interviewed Mr. Le Huu Tho - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department about this content.

- Could you please tell us specifically about the responsibilities of Party committees, Party organizations, and agencies for mass mobilization work in compensation, support, and resettlement when the State acquires land?

- The regulations stipulate that Party committees and organizations at all levels shall lead, direct, thoroughly grasp, concretize, implement, inspect, supervise, summarize, and conclude the regulations on mass mobilization work of the political system; enhance the role, responsibility, and effectiveness of mass mobilization work of organizations in the political system in implementing compensation, support, and resettlement when the State acquires land, improving the environment, and attracting investment; lead, direct, and assign heads of Party committees, agencies, and organizations to receive citizens, and have direct dialogue with the people; resolve complaints, denunciations, recommendations, and reflections of the people; promptly resolve issues related to compensation, support, and resettlement when the State acquires land. At the same time, direct the government to promote its role and create favorable conditions for the Propaganda and Mass Mobilization Committee, the Vietnam Fatherland Front Committee and socio-political organizations and associations assigned by the Party and State to participate in giving opinions on planning, construction and implementation of projects in the province; lead and orient the Vietnam Fatherland Front and socio-political organizations and associations assigned by the Party and State to carry out supervision, social criticism and propaganda, mobilize union members, association members and people to implement and comply with policies and laws on compensation, support and resettlement when the State acquires land.

- Along with Party committees and organizations, how are the responsibilities of the Party Committee's Propaganda and Mass Mobilization Department regulated, sir?

- The Propaganda and Mass Mobilization Committee of the Party Committee is responsible for advising the Party Executive Committee, directly and regularly the Standing Committee, the Standing Committee of the Party Committee to improve the effectiveness of mass mobilization work in compensation, support, and resettlement when the State acquires land. At the same time, promote the emulation movement "Skillful mass mobilization" associated with propaganda, mobilizing people to actively participate in socio -economic development; agree and coordinate in the process of site clearance, especially key projects; be ready to hand over land, implement resettlement to deploy works and projects to ensure progress. Along with that, guide, inspect, and supervise the implementation of mass mobilization work related to compensation, support, and resettlement when the State acquires land; give opinions to state agencies to effectively implement mass mobilization work in compensation, support, and resettlement when the State acquires land. The Party Committee's Propaganda and Mass Mobilization Department coordinates with the Vietnam Fatherland Front, socio-political organizations, associations assigned by the Party and State, and local agencies to focus on implementing mass mobilization work to grasp the situation, thoughts, aspirations, jobs, income, and life of the people and report and advise the Party Committee to promptly resolve the people's legitimate reflections, recommendations, and aspirations...

- Could you please tell us specifically about the steps to carry out mass mobilization work in compensation, support, and resettlement when the State acquires land?

- According to regulations, the work of mass mobilization in compensation, support and resettlement when the State acquires land is divided into 3 steps.

Step 1 , mass mobilization work in the planning preparation, construction and project implementation phase. As soon as the draft planning, project and land use plan is prepared, authorities at all levels must organize meetings with the people to disseminate, listen to, study and receive comments from the people, the Fatherland Front and socio-political organizations and associations assigned by the Party and the State related to the project to supplement and complete the project; the synthesis, reception, explanation of comments and completion of the planning scheme must be carried out before submitting the planning for appraisal and approval and must publicly announce the comments and the reception and explanation of comments on the website of the planning agency. When there is an official decision to approve the project planning, before organizing implementation, authorities at all levels must publicize to the people in many forms such as: inviting people to meetings, directly disseminating, publicizing on local media, at agency headquarters and on the People's Committee's electronic information portal, providing relevant documents, distributing opinion polls, posting in writing,... on the Party's policies, policies, and laws of the State and localities on land acquisition when implementing projects...

Step 2 , mass mobilization work during the project implementation phase. Accordingly, when the competent authority assigns the project, the Land Fund Development Center, the unit performing the work of compensation, support, and resettlement when the State recovers land must send a document to the Propaganda and Mass Mobilization Committee, the Vietnam Fatherland Front, socio-political organizations, and associations assigned by the Party and the State to participate in organizing the implementation of mass mobilization work in compensation, support, and resettlement when the State recovers land. Before the land recovery notice is issued, the People's Committee of the commune where the land is recovered shall preside over and coordinate with the Vietnam Fatherland Front Committee at the same level, the unit performing the task of compensation, support, and resettlement, and relevant agencies to organize meetings with land owners in the recovery area to disseminate and receive opinions on the purpose, significance, and importance of the project and works implemented on the land expected to be recovered; Organize surveys, inventories, measurements, mapping, and development of compensation, support, and resettlement plans; publicly post compensation, support, and resettlement plans at the headquarters of the People's Committee at the commune level and at the common living places of residential areas where land is recovered; organize consultations on compensation, support, and resettlement plans by organizing direct meetings with people in the area where land is recovered; develop specific compensation plans for each household, prepare financial and funding conditions for implementation; clearly assign responsibilities to agencies, organizations, and individuals responsible for propaganda and mobilization, grasp legitimate thoughts and aspirations, research, and resolve questions and recommendations to each relevant household...

Step 3 , organize dialogue, receive opinions and resolve complaints and denunciations of citizens during the project implementation process. Accordingly, during the project implementation process, compensation, support and resettlement when the State acquires land, the competent authorities must regularly monitor, listen to the legitimate aspirations and opinions, questions and complaints of the people to promptly receive correct opinions, continue to edit and supplement the mechanism, policies, compensation and support prices, and implementation methods. When there are mass and complicated complaints, with the possibility of "hot spots", the Party Committee and the communal government have the responsibility to listen, assign leaders to directly dialogue with the people, grasp the situation, discuss solutions and establish a working group (according to Plan No. 66/2009 of the Provincial Party Standing Committee on the establishment and operation of the Working Group to mobilize people to carry out compensation and site clearance work), assign tasks to organizations and agencies responsible for propagating, mobilizing, and promptly resolving the people's legitimate requests and recommendations; only carry out enforcement when absolutely necessary, but must consider carefully, must have the agreement and support of the majority of the people, not to let the situation become more complicated.

The Standing Committee of the Provincial Party Committee requests Party committees, authorities, the Fatherland Front, socio-political organizations and associations assigned by the Party and the State to develop programs and plans to implement mass mobilization work to participate in compensation, support and resettlement when the State recovers land effectively, in accordance with the functions, tasks and practical situation of agencies, localities and units; promptly propose to encourage, motivate and reward good performers, advanced models and recommend review, criticism and correction of shortcomings and limitations in propaganda and mobilization work. The Standing Committee of the Provincial Party Committee assigns the Provincial Party Committee's Propaganda and Mass Mobilization Department to preside over and coordinate with the Provincial Party Committee Office, advisory and support agencies of the Provincial Party Committee to assist the Standing Committee of the Provincial Party Committee in monitoring, guiding, urging, inspecting and supervising the implementation of this regulation, and annually reporting to the Standing Committee of the Provincial Party Committee.
