Kinhtedothi - Deputy Prime Minister Tran Hong Ha requested increased instruction on traffic safety and vehicle operation skills for students who are permitted to use motorbikes.

The Government Office issued Notice No. 498/TB-VPCP dated November 1, 2024, summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at the Standing Committee meeting of the National Traffic Safety Committee.
The announcement stated: In the first nine months of 2024, continued economic growth and increased travel demand created significant pressure on traffic safety and order. However, with the decisive direction of the Government and the Prime Minister, along with the active participation of ministries, sectors, and localities, traffic safety and order were basically ensured.
On behalf of the Prime Minister, I commend and highly appreciate the efforts of the ministries, sectors, and localities that have decisively and effectively carried out the task of ensuring traffic safety.
However, the traffic safety situation remains complex, with a high number of deaths due to traffic accidents, and several serious and particularly severe accidents resulting in multiple fatalities and injuries still occurring. The goal of reducing the number of accidents and injuries has not been achieved; traffic congestion in major cities remains unresolved and is showing an increasing trend…
To continue effectively implementing Directive No. 23-CT/TW dated May 25, 2023, of the Central Party Secretariat on strengthening the Party's leadership over traffic safety in the new situation (Directive 23-CT/TW), and the Prime Minister's Directives on ensuring traffic safety; to promptly submit to the Government for promulgation detailed regulations and guidelines for implementation, and to effectively implement the Road Law and the Law on Road Traffic Order and Safety, ministries, sectors, and localities need to concretize implementation programs and plans, and strengthen the inspection of the progress and quality of assigned tasks.
Complete the project to improve the model of the National Traffic Safety Committee by November 2024.
Regarding the review and improvement of the organizational and operational model of the National Traffic Safety Committee , the Deputy Prime Minister requested the Ministry of Transport to take the lead, in coordination with the Ministry of Public Security, the Ministry of Interior, and other relevant ministries and agencies, to review the political, legal, and practical basis and develop a plan to improve the model of the National Traffic Safety Committee to suit the requirements of the new situation (to be completed by November 2024). Specifically:
Strengthening the organizational model at all levels, from the central to the grassroots (district, commune, ward), and reviewing and adding some Party agencies, National Assembly agencies, and aviation security agencies (ACV) to the National Traffic Safety Committee.
Strengthening the organization and operational regulations, and expanding the scope of the National Traffic Safety Committee to encompass all areas of the transportation sector (forming technical subcommittees associated with each sector). The leaders and permanent members are leaders of relevant ministries and agencies directly involved in ensuring traffic safety, assigning tasks and specifying responsibilities for each ministry, sector, and agency that is a member of the National Traffic Safety Committee.
Research and develop groundbreaking policies to address major, complex, and interdisciplinary issues related to traffic safety. Improve the effectiveness of coordination between the National Traffic Safety Committee and ministries, sectors, and localities; update and standardize plans among all levels, sectors, localities, and the National Traffic Safety Committee; strengthen monitoring, situation assessment, and inspection of implementation results by ministries, sectors, and localities… ensuring synchronization and effectiveness in the implementation of traffic safety tasks.
Develop a comprehensive plan to restore traffic safety in Hanoi.
Regarding traffic safety and order , the Deputy Prime Minister requested the Ministry of Public Security to coordinate with the Ministry of Information and Communications and the National Traffic Safety Committee to continue disseminating information about the Party's guidelines, the State's policies and laws, and the directives of the Government and the Prime Minister on ensuring traffic safety and order.
The Ministry of Public Security continues to direct traffic police forces to strengthen the application of science, technology, technical equipment, and surveillance camera systems to detect and handle violations, focusing on addressing behaviors that are direct causes of traffic accidents.
At the same time, the Ministry of Public Security, in coordination with the Ministry of Transport, the Hanoi People's Committee, and other relevant agencies, will develop a comprehensive plan to restore traffic safety in Hanoi, and report it to the Deputy Prime Minister - Chairman of the National Traffic Safety Committee in December 2024.
The Ministry of Public Security continues to direct police units and localities to strengthen the dissemination and education of traffic safety laws in educational institutions; strengthen patrol and control work, promptly detect and strictly handle violations of traffic safety regulations, especially those that pose a risk of accidents to students; and closely coordinate with the Ministry of Education and Training, the education sector, local authorities, and educational institutions for joint management; and include in the curriculum both knowledge of traffic safety and practical skills in operating vehicles for students who are legally permitted to use motorcycles.
Do not entrust a vehicle to someone who is not qualified to drive it.
The Ministry of Transport continues to refine and issue regulations, standards, and plans to ensure traffic safety, such as traffic corridors, infrastructure design, traffic structures, warnings, signs, and vehicles, in accordance with its functions and responsibilities.
Continue to review and address traffic accident "black spots" and "potential accident locations"; repair damage to transportation infrastructure caused by rain and floods; prioritize signaling and lighting systems, strengthen protective walls, and construct escape routes and emergency shelters on dangerous mountain passes, steep slopes, and deep ravines.
The Ministry of Transport directs and urges provincial Departments of Transport to strengthen transport management; ensure the technical safety of vehicles; train, examine, and issue driver's licenses; and build transport industry databases to serve state management and ensure traffic safety.
The Ministry of Education and Training will review, supplement, and improve the curriculum, content, and teaching methods on traffic safety for students at all levels; develop a detailed plan to implement the Action Plan on "Not entrusting vehicles to unqualified drivers" for students nationwide; strengthen supervision and inspection of implementation at the local level; and closely coordinate with the police force, local authorities, and families to manage students' compliance with traffic safety regulations.
The Ministry of Health is strengthening coordination with the Ministry of Public Security and the Ministry of Transport in responding to traffic accidents; establishing pre-hospital emergency medical services, especially in remote and rural areas.
The Ministry of Information and Communications, in coordination with the Ministry of Public Security and the National Traffic Safety Committee, is strengthening the dissemination of the Party's policies and the State's laws on ensuring traffic safety in the new situation, and promoting Plan No. 282/KH-UBATGTQG dated September 29, 2024, of the National Traffic Safety Committee on implementing the legal regulation "Do not entrust vehicles to persons who do not meet the conditions to operate vehicles participating in traffic."
We propose that the Supreme People's Court and the Supreme People's Procuratorate strengthen coordination with the Ministry of Public Security in the investigation, prosecution, and trial of traffic accidents; and research and develop precedents on some typical cases of traffic safety violations, in order to contribute to the strict handling of violations and to promote and raise public awareness of compliance with traffic safety laws.
Promoting the development of traffic culture.
Political and social organizations, and mass media agencies at the central and local levels should strengthen the dissemination of traffic safety laws to wards, communes, towns, and residential areas; effectively utilize the local radio broadcasting system; innovate methods of propaganda and build a traffic culture within organizations, linked to the exemplary role of leaders; focus on building a safe traffic culture in transportation businesses, enterprises, industrial zones with a large number of workers, universities, colleges, and vocational schools; and develop and replicate models of self-governing groups participating in ensuring traffic safety in residential communities.
The People's Committees of provinces and centrally-administered cities shall seriously implement the directives of the Party, Government, ministries, and sectors on ensuring traffic safety; develop specific and detailed programs and plans suitable to the actual situation in their localities; and regularly monitor and inspect the implementation results of agencies and units in their areas, especially at the grassroots level.
