Strengthening the application of artificial intelligence in the management of key technical infrastructure projects

Relevant responsible and functional units need to quickly pilot the application of artificial intelligence (AI) in the management and supervision of construction at An Phu and Tan Van intersections, key technical infrastructure projects of Ho Chi Minh City.

That is one of the recent directives of Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong. Accordingly, relevant units need to strengthen the deployment of AI in a number of projects under construction; to improve the efficiency of management, monitoring the progress and quality of key traffic projects.

In addition to the two An Phu and Tan Van intersections, the City Digital Transformation Center is assigned to preside over and coordinate with the City Department of Construction, project management boards and contractors to integrate and analyze data from many sources such as cameras, traffic systems, BIM-GIS data (building information model - geographic information); serving the assessment of construction progress and quality, monitoring labor safety and detecting and giving early warning of traffic congestion.

In particular, project management boards and construction contractors are required to cooperate closely to share and provide full data to the City Digital Transformation Center; including images from cameras, BIM-GIS data, detailed daily construction plans, etc.; and strictly comply with regulations on BIM application in construction investment project management.

The City People's Committee has assigned the Department of Construction to coordinate with the Digital Transformation Center to report the results of the pilot implementation this November; at the same time, propose to build comprehensive project management software, applicable to all key projects by 2030.

Currently, the city is simultaneously implementing many key traffic infrastructure projects such as Ring Road 2, Ring Road 3; An Phu and My Thuy intersections; City-Moc Bai Expressway, northwest traffic projects, etc.

Along with that, the city has planned to prepare to invest in about 154 transport infrastructure projects (including 29 group A projects) for the period 2026-2030 with many key projects such as: Ring Road 4, Binh Tien bridge and road, 4 gateway BOT projects (expansion of National Highway 1, National Highway 13, National Highway 22, North-South axis road)...

In that context, in previous years, the city's construction and transportation sectors have tried to seek and apply advanced and modern technologies to optimize construction and operation processes, improve the efficiency of technical infrastructure management, and promote a comprehensive digitalization strategy in the construction and technical infrastructure sectors.

In July 2024, the City Urban Railway One Member Co., Ltd. signed a cooperation agreement with Portcoast Design Consulting Joint Stock Company (Portcoast) in applying BIM-GIS, 3D models in the maintenance and repair process of Metro Line No. 1 Ben Thanh-Suoi Tien . This will help the City Urban Railway One Member Co., Ltd. have a reasonable maintenance and repair plan to optimize the operation of equipment as well as related costs.

Portcoast General Director Pham Anh Tuan said: BIM-GIS model will help shorten inspection and monitoring time, make more accurate decisions during maintenance and repair, prolong the life of the project and minimize waste.

According to analysis by the Royal Academy of Engineering in the UK, BIM helps save 20% of costs in purchasing and operating projects. According to research by the Department of Transportation - Pennsylvania State (USA), accurate digitalization of underground infrastructure in highway projects helps save a lot of costs in the entire life cycle of the project (investment, construction, operation, maintenance, and repair), every 1 USD spent on digitalization will help save 21 USD.

According to experts, the application of AI in the management, monitoring of progress and quality of construction projects and technical infrastructure works is a necessary strategic step to help the city modernize the work, management and operation process of projects and works, increase transparency, minimize risks, improve construction efficiency, ensure projects and works are completed on schedule and with quality, thereby improving the efficiency of public investment. This will be an important foundation for the city to aim for and be able to achieve the goal of building the city into a modern, smart, safe urban area with a sustainable development of technical infrastructure system in the period 2025-2030 as well as the following periods.
