
The conference was held in person at the Ho Chi Minh National Academy of Politics and online at the Vinh Long Provincial Party Committee headquarters.
Associate Professor, Dr. Doan Minh Huan, member of the Party Central Committee, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics chaired the conference at the Academy's bridge.
The conference was held to provide a practical basis, contributing to the development of advisory reports for the Party and State on continuing to innovate policies for female cadre work.

Speaking at the opening of the conference, comrade Doan Minh Huan informed: In 2025, the Ho Chi Minh National Academy of Politics has closely coordinated with the two localities of Tuyen Quang and Vinh Long and partners to conduct research and survey on the current situation of developing the team of leaders and managers. The selection of research samples in Tuyen Quang and Vinh Long provinces - representing the northern mountainous region and the Mekong Delta - contributed to clarifying the influence of local cultural factors; regional characteristics on women's political participation. From there, propose solutions to improve policies for developing female cadres in the political system at all levels and regions nationwide.

At the conference, Ms. Ramla Khalidi, Resident Representative of the United Nations Development Programme (UNDP) in Vietnam, highly appreciated the Party's guidelines, policies and laws of the Vietnamese State as well as the efforts of the Tuyen Quang and Vinh Long Provincial Party Committees in creating favorable conditions for the development of female leaders and managers.
At the same time, she said that Vietnam's streamlining of the apparatus is bringing higher standards and greater expectations; this period is a decisive chapter in the country's development, where women are participating in the government apparatus not only in leadership roles but also contributing to the cause of nation building.

Sharing this view, Irish Ambassador to Vietnam Deirdre Ní Fhallúin added that the progress in capacity and vision of female leaders in Vinh Long and Tuyen Quang are bright spots and valuable experiences that need to be drawn into models to be replicated nationwide.
The conference focused on discussing and comprehensively evaluating the contents of the report Strengthening the leadership role of female cadres in local government: Experience from Tuyen Quang and Vinh Long provinces. Delegates contributed many ideas and profound discussions rich in theoretical and practical values.
Opinions at the conference agreed that, in addition to the achievements, the work of developing female cadres in Vinh Long and Tuyen Quang still faces some difficulties. Some grassroots Party committees have not implemented it resolutely, lacking long-term plans and flexible mechanisms in the work of creating sources and planning female cadres. In addition to institutional bottlenecks, gender bias, although decreasing, is still a major barrier.
Some opinions and papers sent to the conference analyzed and clarified the regional and ethnic factors that affect and create barriers to the development of female leaders and managers in local governments in the current context.
Through evaluating the research results, delegates provided many suggestions and solutions to improve the proportion, quality and role of female cadres in the constitutional system to ensure the most continuity and effectiveness in the two provinces of Vinh Long and Tuyen Quang in particular, and in localities across the country in general.
In his closing speech, comrade Doan Minh Huan acknowledged the attention, close coordination and high responsibility of the leaders of the Provincial Party Committee, People's Committee, People's Council of Tuyen Quang and Vinh Long provinces; the support of UNDP, the Embassy of Ireland in Vietnam, and socio-political organizations in organizing this important conference. The opinions at the conference are an important basis, contributing to promoting gender equality, enhancing leadership capacity for women, towards the goal of sustainable, equitable and inclusive development of Vietnam.
