At the meeting, based on the assigned functions and tasks, leaders of central ministries and branches assessed the situation and results of Hai Duong province in performing tasks in each field. Leaders of central ministries and branches analyzed the potentials and strengths of Hai Duong and had many suggestions and directions for the province to develop based on its own advantages.

Accordingly, Hai Duong needs to focus on maximizing its advantages in terms of its central location in the Red River Delta, developing based on innovation towards high-tech industry, green economy, circular economy; harmoniously developing the economy with preserving and promoting historical and cultural values; harmoniously developing industry with agriculture, urban with rural areas; at the same time, paying close attention to social security issues, caring for poor households, people with meritorious services, and disadvantaged people...

Concluding the working session, Prime Minister Pham Minh Chinh commended the efforts and highly appreciated the results achieved by the Party Committee, government and people of Hai Duong in implementing socio-economic development tasks in recent times, contributing to the overall achievements of the whole country; highly appreciated the vision, strategic development orientation and action motto of the province.

The Prime Minister said that Hai Duong is a land of outstanding people, converging many favorable factors for development: Since ancient times, it has been the eastern fence of Thang Long Citadel, associated with the names and careers of many national heroes and celebrities; has an important geographical location in the center of the Northern Delta, belongs to the Northern Key Economic Zone, located between the Northern growth poles including Hanoi, Hai Phong, Quang Ninh; convenient transportation system; terrain and land favorable for crop development; large mineral reserves; has many favorable conditions for tourism development with a long-standing culture and civilization, many cultural heritages... "This is a distinct potential, outstanding opportunity, competitive advantage that Hai Duong province needs to rely on to become self-reliant and self-reliant" - the Prime Minister clearly stated.

The Prime Minister requested Hai Duong to promote the spirit of solidarity, self-reliance, self-improvement, rising from the hands and minds, rising strongly with internal strength, not waiting, not relying, not avoiding; overcoming limitations to act more decisively, make more efforts, be more proactive, and more creative. Hai Duong must stick closely to reality, start from reality, respect reality, take reality as a measure; be steadfast in consistent goals but be flexible, creative, and ensure effectiveness. Implement with focus and key points, complete each task, and complete each task. Reward and discipline strictly and promptly; have mechanisms to encourage and protect innovative, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest. Build a system of administrative agencies with high solidarity, unity, integrity, democracy, improve effectiveness, efficiency, ensure publicity, transparency and accountability, take people and businesses as the center of service. Build a team of professional, clean, dedicated cadres, serving the people.

Regarding the development orientation of Hai Duong in the coming time, Prime Minister Pham Minh Chinh requested Hai Duong to effectively implement the Strategy "Four pillars - Three platforms - One center, Three dynamic cities - Three development axes" with a focus on green growth, digital transformation, innovation for breakthrough and sustainable development, raising the position of Hai Duong based on the pillars: High-tech industry, supporting industry; commodity agriculture, concentrated, high-tech and organic application; high-quality services; green, smart, modern urban areas.

The Prime Minister emphasized that Hai Duong province must effectively exploit its distinct potentials, outstanding opportunities, and competitive advantages; take advantage of the spread and ecosystem of economic, industrial, and service centers in Hanoi, Hai Phong, Quang Ninh, and Bac Ninh; promote human potential, cultural and historical traditions; pay attention to developing culture on par with politics and economy, ensuring social security and protecting the environment.

Appreciating the goal that Hai Duong has set for 2030 to be among the top 10 localities with the largest economic scale in the country; the dynamic industrial center of the Red River Delta region..., Prime Minister Pham Minh Chinh directed Hai Duong province to focus on investing in planning to promote its distinct potential, outstanding opportunities, competitive advantages, attract investors, and create both push and pull for development. "Considering planning as a key task, we must be one step ahead, have a long-term, strategic vision; ensure integration, synchronization, and consistency with regional and national planning" - the Prime Minister pointed out.

Prime Minister Pham Minh Chinh requested Hai Duong province to diversify resources, strengthen public-private partnership, take the leading role of State resources, activate social capital sources, focus on developing infrastructure systems, focusing on investing in traffic connections with airports and seaports, especially between the northeastern region of the province with Bac Ninh, Bac Giang, and Quang Ninh to exploit potential more effectively, opening up new development space.

Hai Duong needs to continue to improve the business investment environment, enhance competitiveness, promote administrative reform; focus on applying digital transformation, building digital government, developing digital economy, digital society, digital citizens; strengthen dialogue, listen, and promptly grasp to remove difficulties and obstacles, promote production and business, accompany businesses, consider the development of businesses as the development of the province.

The province must focus on developing high-tech, environmentally friendly, energy-saving industries in the direction of improving localization and product design; developing sustainable agriculture, applying high technology, adding value, building brands and value chains, developing OCOP products; developing tourism associated with history, tradition, cultural identity, natural conditions, specific products and services.

The Prime Minister noted that Hai Duong must preserve and promote the values of cultural, historical and traditional heritage; coordinate with relevant ministries and localities to complete the dossier to nominate the recognition of the relic complex "Yen Tu - Vinh Nghiem - Con Son, Kiep Bac" as a World Heritage.

“Hai Duong province coordinates with the Ministry of Culture, Sports and Tourism, Bac Giang province, and Quang Ninh province to prepare documents; at the same time, research and expand planning, mobilize resources, especially public-private partnership in management, investment in restoration, embellishment, and promotion of cultural, historical, and tourism values of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relic complex" - the Prime Minister requested.

In addition, the Prime Minister requested Hai Duong to continue to pay attention to ensuring social security; effectively implement policies for people with meritorious services, social protection beneficiaries and poor households; focus on developing social housing, housing for workers, welfare works, cultural institutions in industrial parks; attach importance to investment in training, attracting high-quality human resources, improving people's knowledge, nurturing talents, meeting the needs of socio-economic development.

The Prime Minister also directed Hai Duong province to focus on resolving outstanding and pressing issues in society; maintain political security, social order and safety; effectively carry out the work of receiving people, resolving complaints and denunciations; prevent and combat corruption and waste; strictly handle acts of harassment in performing tasks, manifestations of "group interests" and "policy manipulation". At the same time, focus on building the Party and building a system of administrative agencies that are united, united, honest, democratic, active and effective; build a team of professional, clean, dedicated cadres serving the people; step up the fight against corruption, negativity and waste.

Regarding the proposals and recommendations of Hai Duong, the Prime Minister said that these are all legitimate proposals, stemming from the practical requirements of the province. However, some issues and projects must be considered in order of priority and necessity.

In particular, the Prime Minister agreed to revoke the policy of assigning the Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) as the investor in building infrastructure for a number of industrial parks; requested Hai Duong to coordinate with relevant ministries and branches to develop projects, research and find capital sources to support the province in building a three-way intersection between National Highway 5, the Hanoi - Hai Phong railway and National Highway 17B in Kim Thanh district; renovate and expand National Highway 37 from National Highway 18 through Con Son - Kiep Bac, connecting Bac Giang province via Dong Viet Bridge.../.
