Binh Dien Prison, under the Police Department of Prison Management, Compulsory Education Facilities, and Reform Schools ( Ministry of Public Security ), is located in Binh Dien Commune - where thousands of prisoners are being held while serving their prison sentences. Thanks to their progress in studying and reforming, many prisoners serving their sentences here are eligible for amnesty on the occasion of the 80th anniversary of the August Revolution and National Day, September 2.
On the day of the announcement ceremony of the President 's amnesty decision in 2025 (phase 2) in early September, from early morning in front of Binh Dien Prison gate, many people stood on both sides of the road waiting for the moment to welcome their relatives who were prisoners out of prison.
After the announcement ceremony and granting of amnesty certificates, Binh Dien Prison arranged for officers and soldiers to issue identification cards, phone SIM cards, travel and meal expenses, and support money from the community integration fund to help prisoners return to their families and communities.
Receiving the ID card handed out by the officers of Binh Dien Prison after the announcement of the amnesty decision, prisoner N.D.K. (born in 2003) emotionally returned to his family. Many years ago, K. was persuaded by his friends to join a group fighting to resolve conflicts and was later arrested and prosecuted by the police for intentionally causing injury. After being sentenced to 6 years in prison by the Court, K. was taken to Binh Dien Prison to serve his sentence. “In the first days of entering the prison, I was very worried and sad, because just one moment of recklessness caused me to pay the price when I was arrested and sentenced to prison. At Binh Dien Prison, I was advised by the prison officers, so I was determined to work hard to reform. After more than 4 years of serving my sentence, today, I am fortunate to receive the amnesty decision from the President and be released from prison early,” K. shared.
On this occasion, thanks to good labor, reformation and compliance with regulations, before the National Day holiday, 169 prisoners serving their sentences at Binh Dien Prison were eligible for amnesty to return to their hometowns and reintegrate into the community.

Lieutenant Colonel Tran Chin, Deputy Warden of Binh Dien Prison, said: With the close direction of superior leaders, the close coordination of agencies and departments, and especially the attention and efforts of the collective of officers and soldiers in the unit, the work of educating and reforming prisoners at Binh Dien Prison has had many positive changes.
Many prisoners have clearly recognized their mistakes, actively studied, worked, complied with rules and regulations, and demonstrated their determination to change their lives. The 169 prisoners granted amnesty on this occasion are those who have had a good rehabilitation process, truly repented, and fully met the conditions according to the law. This is a vivid demonstration of the effectiveness of education and rehabilitation of wrongdoers.
At the City Police Detention Center, recently, Hue City Police also held a ceremony to announce the President's second amnesty decision in 2025 for 18 prisoners serving prison sentences. Through two amnesty periods in 2025, Hue City Police Detention Center has the largest number of prisoners pardoned ever with 34 cases. Most of the pardoned people have returned to their places of residence to stabilize their lives and work honestly, and no cases of law violations have been detected in the locality. This is a recognition of the prisoners' good reform and compliance, the result of the process of educating and reforming prisoners, demonstrating the close coordination between the detention center, relevant agencies, families and the whole society in implementing the criminal policy of the Party and State.
In 2025, although the implementation time of the first and second amnesty phases was very short, thanks to the unified and timely direction of the leaders of the Ministry of Public Security, the City Police and the Amnesty Advisory Subcommittee, together with the determination of the officers and soldiers of the detention camp, the amnesty work was carried out seriously, democratically, objectively, fairly, publicly and transparently. All procedures complied with the Amnesty Law 2018, the President's Decision on amnesty in 2025 and the instructions of the Amnesty Advisory Council, ensuring the right progress, the right subjects, not missing eligible prisoners and not allowing any errors to occur.
