During 2 days (December 5-6), in Dong Thap, the Ministry of Education and Training (MOET) organized a training conference on drafting internal documents and communicating policies for affiliated public service units. Deputy Minister Nguyen Van Phuc chaired the conference.
The conference was attended by more than 130 delegates who are leaders of highereducation institutions , units, officials working in legal affairs, and drafting internal documents from higher education institutions and pedagogical colleges under the Ministry of Education and Training.

Speaking at the conference, Deputy Minister Nguyen Van Phuc emphasized that the drafting of internal documents plays a crucial role in building a transparent and professional management process. The leaders of the Ministry of Education and Training pay special attention to building a system of documents that not only ensure full legality, but also must be easy to understand and apply. Educational institutions need to consider the completion of internal documents as a top priority task, because this is the compass that guides all activities.
The Deputy Minister requested units to review all current documents to ensure their conformity with the new regulations, and to remove any content that is no longer in effect. In particular, documents on grassroots democracy regulations, financial regulations, and internal spending regulations need special attention, as these are sensitive areas and need to be strictly managed.
In addition, the Deputy Minister also affirmed that the drafting of documents must go hand in hand with strengthening enforcement. Units not only need to build effective implementation processes but also monitor implementation and strictly handle violations. Internal documents must become real management tools, not just administrative forms.

Regarding policy communication, the Deputy Minister said that accurately conveying messages from the Ministry of Education and Training to staff, lecturers, students, parents and the community is extremely important. Units need to increase the application of technology and closely coordinate with media agencies to build a positive image for the education sector. At the same time, in the context of a complex society, policy communication also plays a role as a tool to help guide public opinion and protect the reputation of the sector.
Deputy Minister Nguyen Van Phuc noted that units need to consider the completion of internal documents and policy communication as a key task in management and should not be taken lightly. Units need to proactively train specialized staff, ensuring consistency and professionalism throughout the system. After the training conference , units need to implement the trained content into practice.

Director Mai Thi Anh suggested that the delegates attending the training session focus on recording important issues, especially those directly related to the practical work of each unit. In addition, the delegates also actively participated in discussions, boldly shared practical experiences and difficulties that the units encountered in drafting documents and communicating policies.
“ This is not only an opportunity for units to learn from each other, but also an opportunity to analyze problems, find feasible solutions that are suitable for each unit's reality , and improve the effectiveness of management, operation, and policy communication, ” said Ms. Mai Thi Anh.
