On the afternoon of March 28, the Dak Lak Provincial People's Committee held a meeting on the implementation status and resolution of difficulties and problems in converting the purpose of using forests, dumping sites, and material mines of the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project, Phase 1. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Ngoc Nghi chaired the meeting.
Attending the meeting were Vice Chairman of the Provincial People's Committee Vo Van Canh and Vice Chairman of the Provincial People's Committee Nguyen Thien Van; representatives of leaders of departments, branches, localities, and investors of Component Projects 2 and 3.

The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has 2 component projects passing through Dak Lak province. Of which, Component Project 2 is managed by the Ministry of Transport ; Component Project 3 is managed by the Dak Lak Provincial People's Committee.
The report at the meeting stated that during the implementation of the 2 component projects through the province, there were some difficulties and problems. Specifically, for Component Project 3, the material mine procedures have been completed and submitted by the construction units of packages 01, 02, 03 for registration of the area, capacity, volume, method, equipment and plan for mining minerals for common construction materials for the Project, but so far, they have not been confirmed for the construction unit to carry out the next procedures. Some dumping sites have been agreed upon by the Provincial People's Committee in Official Dispatch No. 4458/UBND-NNMT dated May 29, 2023 (in accordance with the Provincial Planning) but are not in accordance with the Planning and land use plan of the district level, so they have not been implemented yet, some dumping sites have encountered difficulties in the negotiation process.

In addition, regarding site clearance, Krong Pac district is still stuck with a pig farm and 11 households at Vu Bon intersection have not yet accepted to hand over the site; Ea Kar district has not been able to hand over about 3 km of site due to forest land... The relocation of technical infrastructure in Ea Kar, Krong Pac, and Cu Kuin districts has not been carried out.
Regarding Component Project 2, there are currently difficulties in the area of dumping excess materials for construction and procedures for bringing the Krong Bong river sand mine in Cu Pui and Cu Dram communes into service for the construction of the Project.
Currently, localities where the project passes through also encounter some difficulties in the implementation process such as: Cu Kuin district currently, although it has a land plot extract provided by the Provincial Land Registration Office, the District People's Committee has not yet issued a Notice of land recovery to carry out the next steps because it is not consistent with the 2030 Land Use Planning according to Decision No. 1630/QD-UBND dated July 25, 2022 of the Provincial People's Committee. Ea Kar district has not yet had a Decision on changing the purpose of the forest, so the remaining area has not been handed over to the investor...

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Ngoc Nghi requested relevant units and localities to continue to speed up the site clearance progress, promptly hand over to the investor to implement the project; request the investor to coordinate with the locality to support the construction unit in the agreement on material mines and waste dumps serving the project. Relevant departments and branches shall consider, guide and resolve according to their authority the content of approving the investor to pay for replacement forest planting and change the purpose of forest use; promptly complete the dossier and procedures for changing the purpose of forest use...
