This was the directive of Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Digital Transformation, and Head of the Task Force for Project 06 of the province, at the conference summarizing the work of 2023 and implementing the tasks for 2024 of the Steering Committee on Digital Transformation and the Task Force for Project 06 of the province, held on the afternoon of January 25th.

Also attending the conference were members of the Provincial Party Standing Committee; Ms. Tran Thi Bich Hang, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee on Digital Transformation, and Deputy Head of the Provincial Project 06 Working Group.
In 2023, all levels and sectors implemented comprehensive solutions to carry out the digital transformation tasks and Project 06, achieving positive results. The institutional framework for implementing the Project was perfected, effectively serving the resolution of administrative procedures and providing online public services, contributing to socio-economic development, building digital citizens and a digital government, and moving towards a digital government. 10 out of 16 digital transformation goals of the province have been completed. Specifically, 100% of online public services are at level 4 or full-process; 100% of shared databases are connected and shared throughout the province; 90% of total work files at the provincial level, 80% at the district level, and 60% at the commune level are processed online. Over 50% of small and medium-sized enterprises (SMEs) use digital platforms and apply digital technology in their production and business activities. 100% of commune-level administrative units and over 54% of households have access to fiber optic broadband network infrastructure. 70% of the province's population aged 15 and above have bank accounts or accounts at other authorized institutions. With 53 essential public services implemented under Project 06, the province has received and processed 491,643 online applications, saving citizens and businesses nearly 15 billion VND. 100% of citizens of eligible age have been issued citizen identification cards, with over 1.5 million cards issued. 958,367 out of 794,301 electronic identification accounts have been issued, activated, and put into use, achieving 120.7% of the target set by the Ministry of Public Security. Citizens are effectively using citizen identification cards for medical examinations and treatment instead of health insurance cards, promoting cashless payments. 73/80 tasks and 19/29 models in the implementation roadmap of Project 06 in the province have been effectively implemented. Thai Binh is the first locality in the country to direct officials, civil servants, and employees in state agencies to implement the "three musts": "having a chip-embedded citizen ID card - having an electronic identification account - having a national public service account"...
At the conference, delegates focused on discussing and evaluating the achievements, and proposing solutions to promote digital transformation and effectively implement Project 06 in the coming period.

Speaking at the conference, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Digital Transformation, and Head of the Provincial Project 06 Working Group, acknowledged the efforts and achievements of departments, agencies, and localities in implementing digital transformation and Project 06. After pointing out some shortcomings and limitations, he requested that departments, agencies, and localities seriously review, clarify responsibilities, identify causes, learn from experience, and propose immediate solutions to overcome unachieved tasks and targets, and ineffective implementation. He also urged them to further enhance the role and responsibility of the heads of agencies, units, and localities in carrying out their tasks. Continue to do a good job of disseminating information so that people and businesses clearly understand the meaning, effectiveness, and importance of digital transformation and the implementation of Project 06. Regarding digital transformation, the comrade requested continued proactive updating and regular consultation to institutionalize and effectively implement central government directives; build, update, connect, and link synchronized, substantive, and effective platforms and databases to best serve people and businesses. Effectively receive and process applications on the national public service portal and digitize the results of administrative procedures. Focus on completing the deployment of essential public services according to Project 06 and the Prime Minister 's decisions; improve operational processes, digitize applications and results of administrative procedures, connect online public services with the national public service portal; and regularly evaluate results through the level of satisfaction of people and businesses. Units and localities must strictly implement the Provincial People's Committee's Plan for Project 06 in 2024, focusing on promoting the application of online public services, digitizing records and results of administrative procedures, promoting cashless payments for social welfare services, cleaning up data, and sharing connections with the province's shared data warehouse. The goal is to achieve a rate of 80% or higher for online public services throughout the province in 2024. The Provincial Police Department will continue to effectively fulfill its role as the standing agency in implementing Project 06, proactively advising the Provincial People's Committee on the effective implementation of the Law on Identity Cards and other tasks under the project. The Department of Information and Communications will coordinate with other units to effectively implement the Central Government's directives, and will promptly advise on and complete the Smart Operations Center and the province's shared data warehouse, ensuring efficiency and cost-effectiveness. The Department of Planning and Investment and the Department of Finance, based on the province's resources, should pay attention to, facilitate, and allocate funds for the implementation of tasks under Project 06 and the Digital Transformation Program.
