The adjusted plan sets a target that by 2030, Vietnam will be among the top 4 ASEAN countries in terms of electricity supply reliability and the top 3 countries in terms of electricity access index. To achieve the above target, localities, including Quang Ninh, must soon put projects in the Power Plan VIII into operation. into use.
Power Plan VIII was approved in May 2023 with the goal of energy conversion, developing a renewable energy ecosystem, and importing and exporting electricity. According to Power Plan VIII, Quang Ninh is allowed to develop 6 nearshore wind power projects with a total capacity of 400MW; 1 project from biomass power sources with a capacity of 40MW; 3 waste-to-energy projects with a total capacity of 30MW.
In order to carry out the work of attracting investment and selecting investors to build power source projects according to Power Plan VIII, in January 2025, the Provincial People's Committee issued a document directing the People's Committees of localities (Ha Long, Van Don, Binh Lieu, Co To, Mong Cai, Ba Che, Uong Bi, Cam Pha, Tien Yen) to preside over and coordinate with relevant departments, branches and units to focus on implementing the following tasks: Develop detailed planning, land use plans, propose a list of land use projects to attract and select investors. The completion time of the above tasks is in the second quarter of 2025. The Department of Industry and Trade has also issued many documents urging localities to develop plans and implementation roadmaps. However, up to now, only the People's Committees of Van Don and Co To districts have reported. Most of the remaining localities have been slow in implementation, have not met the schedule, have not completed detailed planning, land use plans and have not prepared investment proposal documents.
Specifically, the Quang Ninh 1 Wind Power Project with a capacity of 100MW, planned to be deployed in Ha Long City, has just conducted wind measurements and the survey unit has provided full basic information of the project to Ha Long City. For the Quang Ninh 2 Wind Power Plant Project with a capacity of 70MW (planned to be deployed in Van Don District), the survey unit has conducted wind measurements. For the Quang Ninh 3 Wind Power Plant Project with a capacity of 50MW (planned to be deployed in the border area between Binh Lieu and Hai Ha Districts), the unit assigned to survey wind power potential has worked and provided basic information of the project to the two localities. Quang Ninh 4 Wind Power Plant with a capacity of 50MW (expected to be deployed in Co To district) has now determined the expected location for the plant and the locality is taking steps to adjust the connection location and the operator to ensure compliance with the land use planning for the period 2021-2030, while coordinating with relevant departments and branches to complete the necessary procedures and soon be eligible to deploy the project.
Regarding the Quang Ninh 5 Wind Power Plant with a capacity of 100MW (expected to be deployed in Mong Cai City), according to information from the unit approved by the Provincial People's Committee to conduct research and survey on wind measurement potential, the project is not yet included in the planning and land use plan of Mong Cai City until 2030. Mong Cai City has not yet received preliminary information on the location, area of the plant, and connection lines.
In the context of many power projects in localities being behind schedule, many large power sources (gas, coal) are having difficulty meeting the operational schedule until 2023, therefore, on April 15, 2025, the Prime Minister issued Decision No. 768/QD-TTg on adjusting the Power Plan VIII.
According to the adjusted planning, Quang Ninh province has been allocated additional capacity as follows: 3 onshore and nearshore wind power projects with a total capacity of 300MW; 4 offshore wind power projects with a total capacity of 4,000MW; 400MW from concentrated solar power; 1,520MW from rooftop solar power; 32MW from hydropower. The addition of offshore wind power, solar power, hydropower projects... to the planning will maximize the province's renewable energy potential. At the same time, it will contribute to ensuring national energy security and protecting the sovereignty of the sea and islands. These projects not only improve the power supply capacity but also create momentum for the development of the construction industry, industrial and service sectors in the coming years.
At the Announcement Ceremony of the adjusted Power Plan VIII, the Ministry of Industry and Trade requested that localities urgently direct the review and update of power source and grid projects identified in Decision 768/QD-TTg into the Provincial Planning, the Provincial Planning Implementation Plan and the Land Use Planning and Plan, and related local plans, ensuring consistency with the content and scale of the increased capacity allocation in the Power Plan VIII and Power Plan VIII (adjusted), complying with the order and priority list proposed to the Ministry of Industry and Trade, as a basis for receiving and implementing investment projects in accordance with the provisions of law.
In order for the Plan to become a reality soon, without interruption of power supply, ensuring the country's development in the coming years, the People's Committees of localities in the province with planning projects need to proactively implement the requirements of the Ministry of Industry and Trade, in which, prioritizing the development of renewable energy and new energy to ensure synchronization. At the same time, it is necessary to seriously carry out assigned tasks, review and update the implementation status of projects in the area to promptly report to the Provincial People's Committee on difficulties and problems that arise.
