Many digital transformation models come into life

(Baothanhhoa.vn) - In September 2021, Van Son commune (Trieu Son) implemented advanced new rural construction and simultaneously deployed the task of digital transformation (DT). This is a pilot unit of the district for digital transformation to be deployed and replicated. Although it is a completely new field, with the efforts of the Party Committee, the government, and the support of all levels and sectors, the implementation of DT has gradually successfully built a smart commune, bringing many conveniences to the people.

Many digital transformation models come into life

Commune officials guide people to perform administrative procedures by looking up the QR code at the Commune People's Committee.

Following the direction of the province and district, the People's Committee of Van Son commune has established a Steering Committee for e-government, with the Chairman of the People's Committee as Head of the Steering Committee. The Steering Committee proactively assigned tasks to members to implement digital transformation with three pillars: Building digital government, developing digital economy and digital society. Along with that, the commune promotes propaganda, raising awareness among people about the benefits of digital transformation; focuses on investing in upgrading information technology infrastructure according to the roadmap to meet the requirements of handling administrative procedures of people and businesses, thereby accelerating the digital transformation activities of the commune, catching up with the general digital transformation trend.

In the field of economic development, the application of digital transformation is encouraged by local authorities. The commune promotes propaganda and guides production and business households to install electronic payment software, use electronic invoices, apply information technology in production; upload products to the province's safe agricultural and food supply and demand connection software to promote products to a large number of consumers inside and outside the province. The commune has a number of large-scale pig and chicken farms that have installed camera systems to monitor and operate stages of feeding and watering animals using automatic production lines, operating fan and humidity systems via smartphones... Currently, the whole commune has 348 large and small business households in the fields of freight and passenger transportation, groceries, food and beverage and other services, forestry processing... Most households apply payment via QR code scanning and via accounts, which is very fast, convenient, and without fear of confusion.

Ms. Nguyen Thi Nham, Van Son Commune Wood Ear Mushroom Production and Consumption Cooperative shared: “To attract customers to our products, we have applied science and technology in production, and affixed traceability labels to our products for consumers to easily follow. We also sell our products via social networks via Zalo and Facebook.”

Digital transformation in administrative procedure reform is identified by Van Son commune as an important task associated with the construction of an advanced new-style rural commune, a model new-style rural commune, and a smart commune. Therefore, the commune is interested in organizing training for civil servants working at the "one-stop" department on the skills of using information technology application software in administrative reform. Up to now, 100% of cadres and civil servants are equipped with computers, using email boxes and zalo groups to exchange, create and process documents. Through the messaging system on phones, zalo, village chiefs, party cell secretaries, and people promptly grasp the content and direction of the commune leaders, increasing trust and closeness between the government and the people. The commune has invested in network infrastructure and information technology equipment, built and upgraded the electronic information page; 100% of computers are connected to the internet and use LAN; 100% of documents sent and received by agencies are processed via the network environment. The department receives and returns results according to the "one-stop" and "one-stop-shop" mechanisms, and commune-level administrative procedures are publicly and fully posted. People have understood about online public services at levels 3 and 4, and are aware of making online procedures, so there is no longer a situation of waiting or queuing at the "one-stop" department.

Van Son is a pioneer in installing smart broadcasting systems. Therefore, broadcasting activities for news programs or internal radio, commune announcements are all done on computers or phones and can be set to automatic schedules. The broadcasting system has promoted the benefits of digital transformation to people, creating the habit of online transactions and using smart devices and computers as essential tools, directly serving life.

In addition to the smart broadcasting system, Van Son commune also carries out communication about digital transformation in many forms such as: setting up a local electronic information page, regularly posting articles related to digital transformation activities; building a model of "Security and order cameras", contributing to management and ensuring security and order in the area.

In general, the above digital transformation models have directly impacted cadres and people, gradually changing their mindset, having a correct understanding of the meaning, role, and impact of digital transformation. From there, they proactively and actively participate in the digital transformation process. Van Son commune has completed the digital transformation and information security criteria and has been recognized by the Provincial People's Committee as completing the digital transformation criteria at the commune level in 2024.
