The year 2023 marks important milestones in Vietnamese diplomacy, which have been recognized and highly appreciated by progressive global public opinion. Two notable milestones are the upgrading of Vietnam-US relations to a comprehensive strategic partnership and the continued deepening and elevation of the comprehensive strategic cooperative partnership between Vietnam and China to a solid, stable, long-term and effective level... International media has devoted a large amount of time to reflecting, analyzing and commenting on the two visits of General Secretary and President of China Xi Jinping and US President Joe Biden to Vietnam. Public opinion has actively expressed support and appreciation for Vietnam's diplomatic achievements and position in the international arena. Vietnam's diplomatic achievements and imprints are the result of applying the foreign policies and guidelines of our Party and State and people's diplomacy activities according to the "Vietnamese Bamboo" diplomatic school.

In the context of the complex and unpredictable world situation, peace-loving countries and peoples are facing epochal challenges in protecting independence, sovereignty and political institutions. The fierce competition for interests among major powers has a profound and comprehensive impact on the policies, strategies and diplomatic tactics of countries. In that context, proactively adapting and choosing justice in multilateral and bilateral relations is not only a solution to maintain peace and stability for the country and people, but also contributes to promoting the trend of peace, friendship, cooperation and development in the global environment. "Proactively adapting" so as not to "passively resist"; "choosing justice" instead of "choosing sides"... are vivid and concrete manifestations of the diplomatic school imbued with the identity of "Vietnamese Bamboo". The inevitability and justice of "Vietnamese Bamboo" diplomacy have been proven in practice. “Vietnamese Bamboo” diplomacy has contributed to affirming and constantly improving Vietnam’s foundation, potential, position and prestige in the international arena. That vivid reality is an objective reality that cannot be distorted or denied.

However, besides the vast majority of positive information, there is a lot of false information appearing on cyberspace. Some Vietnamese-language media outlets overseas and many accounts on social media platforms with hostile ideology are trying to distort and sabotage the "Vietnamese Bamboo" diplomatic school. They deliberately replace the concept of "Vietnamese Bamboo" with provocative and destructive terms, such as: "Three-sided", "two-faced", "tightrope walking", "two-faced"... By sophistry, speculation, stereotyping, arbitrariness, "skimming", "cutting off the top"... they claim that Vietnam is pursuing a foreign policy that goes against the trend of the times, "unlike anyone else". They forcibly associate armed conflicts, coups, and civil wars that are happening in many regions of the world to compare and stereotype the foreign policies and guidelines of our Party and State as "tightrope walking", which will sooner or later lead to a "disastrous" outcome. Unfortunately, these hostile ideological arguments are promoted and praised by some overseas Vietnamese who call themselves “researchers”, “critics”, “democrats”, “fighters”, “scholars”… through so-called “roundtables”, “comments”, “perspectives”… in order to distort information and steer public opinion. Some people speak in a condescending and patronizing tone, criticizing, defaming and deposing the leaders of our Party and State; denying the foreign policy and diplomatic achievements of the “Vietnamese Bamboo Tree”…

The undeniable necessity

By following the distorted information on cyberspace, we can easily recognize the true face of hostile subjects who sabotage the country. It is not that they do not understand the nature of the problem, but they deliberately "cut off the top" and "skim the cream" to swap concepts.

We all know that the diplomatic term “Vietnamese Bamboo” was mentioned by General Secretary Nguyen Phu Trong at the 29th Diplomatic Conference with the theme “Improving the effectiveness of foreign affairs and international integration - Successfully implementing the Resolution of the 12th Party Congress”, which took place in Hanoi on August 22, 2016. In his speech at the conference, the General Secretary of our Party clearly stated the lesson of perseverance in principles and flexibility in strategies in diplomatic work. “...Under the leadership of the Party and President Ho Chi Minh, foreign affairs activities have achieved many glorious achievements, building a unique diplomatic school, imbued with the identity of “Vietnamese Bamboo” - soft but strong, humane but indomitable, knowing the soft and the hard, knowing the times and the situation, knowing oneself and knowing others..., expressing the soul and spirit of the Vietnamese people...”.

At the National Foreign Affairs Conference to implement the Resolution of the 13th National Party Congress, held in Hanoi on December 14, 2021, General Secretary Nguyen Phu Trong continued to emphasize and deepen the diplomatic school with the identity of "Vietnamese Bamboo". On the basis of creatively applying the basic principles of Marxism-Leninism, inheriting and promoting the traditions, identity of foreign affairs, diplomacy and national culture, selectively absorbing the quintessence of world culture and progressive ideas of the times, we have built a very special and unique foreign affairs and diplomatic school of the Ho Chi Minh era, imbued with the identity of "Vietnamese Bamboo", "firm roots, strong trunk, flexible branches". At the 32nd Diplomatic Conference with the theme "Promoting the pioneering role, building a comprehensive, modern, and strong diplomacy, successfully implementing the Resolution of the 13th National Party Congress", taking place in Hanoi on December 19, 2023, General Secretary Nguyen Phu Trong gave a speech directing the diplomatic sector to continue developing a modern, comprehensive, strong diplomacy, imbued with the identity of "Vietnamese Bamboo"...

Based on theoretical research, drawing on historical practices and creatively absorbing the world's quintessence, General Secretary Nguyen Phu Trong has summarized the diplomatic guidelines and strategies of "Vietnamese Bamboo" in the book "Building and developing a comprehensive, modern Vietnamese foreign policy and diplomacy imbued with the identity of "Vietnamese Bamboo". The book was published by the National Political Publishing House in November 2023.

All documents and texts related to the "Vietnamese Bamboo" school of diplomacy clearly demonstrate the scientific, historical, cultural... nature, affirming the objective necessity in Vietnam's foreign policy and diplomatic lines, policies and strategies. The use of the phrase "Vietnamese Bamboo" is a general, figurative, historical summary, supplemented and developed with theoretical thinking and solutions to suit and adapt to the trend of the times and practical requirements. It is also a vivid demonstration of the thorough understanding and implementation of the Resolution of the 13th National Party Congress on foreign affairs. All of these issues are public, transparent, and widely disseminated in the media. In cooperative relations with other countries, we also clearly demonstrate Vietnam's stance, viewpoint, and independent and autonomous foreign policy. Ensuring “firm roots, strong trunk, flexible branches” in diplomacy is the synthesis of strategies, tactics, and scientific solutions, dialectical thinking, and the expression of objective necessity. Understanding “Vietnamese Bamboo” diplomacy cannot be a type of thinking that is “cutting off the top”, “skimming the cream”, “chopping off the pieces” but requires systematic, general, and synthetic thinking... “Vietnamese Bamboo” diplomacy is absolutely not and cannot be a “timely” solution in the style of “tightrope walking”, “two-faced”, “two-faced”... like the criticisms and distortions of hostile forces...

Consistently implement the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; diversify and multilateralize foreign relations. Ensure the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law, equality, cooperation and mutual benefit. Combine national strength with the strength of the times, proactively and actively integrate comprehensively and deeply into the international community; Vietnam is a friend, a reliable partner and an active, responsible member of the international community...
