Tay Ninh strives to clear the ground for the Ho Chi Minh City Ring Road 4 project in December

Mr. Nguyen Van Hung, Director of Long An Construction Investment Management Board (under Tay Ninh Provincial People's Committee) said that the Board is closely coordinating with the consulting unit to complete the documents related to component projects 1-4 (compensation, support, resettlement and construction of service roads and roads in Tay Ninh province) to submit to competent authorities for approval.

At the same time, the units are also focusing on implementing the work of placing stakes, determining the scope of site clearance with progress reaching about 70%. After the project is approved, the work of seizing, counting and implementing site clearance, land recovery will be carried out, striving to be implemented in December 2025. Tay Ninh also plans 7 locations to arrange resettlement areas with a total area of about 74.9 hectares with about 3,400 lots, to solve the housing needs of households affected by the project's site clearance work.

According to Mr. Nguyen Van Hung, Director of Long An Construction Investment Project Management Board, the Ho Chi Minh City Ring Road 4 Construction Investment Project has been approved by the National Assembly for investment policy with a length of about 160 km, total investment of over 120,000 billion VND. Of which, the section managed by Tay Ninh Provincial People's Committee and competent authority is 78.3 km long (including the final section of the route, 3.8 km long, in Ho Chi Minh City). Tay Ninh is also assigned to manage and have authority over 3/10 component projects including: Component projects 1-4 (compensation, support, resettlement and construction of collector roads, roads in Tay Ninh province) with a total investment of nearly 25,000 billion VND; Component project 2-4 (construction of the expressway section from Thay Cai canal to Ho Chi Minh City - Trung Luong expressway) has a total investment of nearly 20,500 billion VND; Component project 2-5 (construction of the expressway section from Ho Chi Minh City - Trung Luong expressway to Hiep Phuoc port) has a total investment of more than 22,800 billion VND.

Regarding the project, on September 25, the Government issued Resolution No. 297/NQ-CP on the implementation of Resolution No. 220/2025/QH15 dated June 27, 2025 of the National Assembly on the investment policy of the Ho Chi Minh City Ring Road 4 Construction Investment Project. Accordingly, the People's Committee of Ho Chi Minh City and Dong Nai and Tay Ninh provinces are required to take full responsibility for the progress, quality and efficiency of the project for the component projects under their management; absolutely not allowing negativity and waste to occur, causing loss of state assets.

Regarding progress, the Government requires localities to strive to complete the Project in 2028 and put it into operation in 2029. In particular, for the group of component projects invested in the form of public investment, before December 31, 2025, the organization of preparation, examination, appraisal, decision to approve the component project and start construction before June 30, 2026 must be completed. As for the group of component projects implemented under the public-private partnership method, the organization of preparation, examination, appraisal, decision to approve the component project and selection of investors must be completed before June 30, 2026 and construction must start in the fourth quarter of 2026.

Regarding compensation, support and resettlement, localities will simultaneously organize a number of related tasks, striving to hand over 70% of the site area of construction packages starting in June 2026; striving to hand over 90% of the site area in September 2026, and hand over the entire project site in 2026.
