On April 27, information from the People's Committee of Thanh Hoa province said that the Chairman of the People's Committee of this province has just signed a decision to issue regulations on extra teaching and learning in the area.
Accordingly, the regulation applies to generaleducation and continuing education, and clearly states the responsibilities of authorities at all levels, education management agencies and related units in the management, use of funds, inspection, examination and handling of violations related to extra teaching and learning.
The content of the above decision clearly states that the People's Committee of Thanh Hoa province assigns the Department of Education and Training to preside over and advise on the management of extra teaching and learning; coordinate with relevant agencies in inspecting, examining and handling violations of individuals and organizations; and at the same time propose funding sources for this activity in public schools.

The Department of Finance is responsible for issuing business registration certificates to tutoring establishments according to regulations; coordinating with the Department of Education and Training and relevant agencies in allocating and guiding the use of funds; participating in inspections and examinations of tutoring and learning activities. Tax authorities shall manage and examine tax obligations of tutoring establishments. People's Committees of districts, towns and cities are responsible for managing tutoring and learning activities in their localities; issuing business registration certificates to individual business households and coordinating the allocation of funds for public schools.
The People's Committees of communes, wards and towns manage extra teaching and learning activities in their localities according to Circular No. 29/2024/TT-BGDDT. School principals develop educational plans, mobilize legal funds for extra teaching and learning activities and summarize funding needs from the beginning of the school year.
