Thanh Hoa reorganizes the system of cultural, sports and tourism public service units

VHO - Implementing the policy of innovating the organizational system and improving the operational efficiency of public service units, Thanh Hoa province is implementing a plan to reorganize and streamline the apparatus in the fields of culture, sports and tourism, aiming to improve the efficiency of management, exploit heritage values ​​and sustainably develop the cultural sector.

Thanh Hoa Department of Home Affairs has just submitted to the Provincial People's Committee a plan to rearrange public service units and state-owned enterprises under its management for the 2025-2030 period.

In particular, the fields of culture, sports and tourism have many important changes to streamline the organization, improve operational efficiency and gradually become financially autonomous.

Currently, the Department of Culture, Sports and Tourism has 8 affiliated public service units, including 4 units that partially self-finance regular expenses and 4 units whose regular expenses are funded by the state budget.

According to the new plan, the province will arrange and merge to have 5 units, 3 units less than present.

Specifically, the province plans to establish the Ho Dynasty Citadel, Lam Kinh and Ba Trieu Heritage Management Board on the basis of merging the functions and tasks of the Thanh Hoa Center for Historical Research and Heritage Conservation with the task of managing historical relics and national landscapes such as Lam Kinh, Ba Trieu, Nua - Am Tien Mountain. The new Management Board will gradually ensure its own regular expenditure from 2027.

At the same time, the Center for Historical Research - Museum and Library of Thanh Hoa province will be established on the basis of merging the functions of historical research, heritage preservation, archiving and serving the learning and research needs of the people, contributing to promoting the cultural and historical values ​​of Thanh in the digital age.

In the field of promotion and tourism , the province will establish the Thanh Hoa Exhibition and Tourism Promotion Center on the basis of merging the Exhibition - Fair - Advertising Center and the tourism promotion department of the Tourism Promotion Center and Culture - Cinema. This merger aims to synchronize communication work, promote tourism image and promote investment for the industry.

In addition, the Lam Son Thanh Hoa Cultural and Artistic Center will be established, merging the Lam Son Art Theater and the cultural and cinema functions of the Center for Tourism Promotion and Culture - Cinema, creating a strong focal point in organizing performances, creating and spreading local artistic values.

The Provincial Sports Training and Competition Center will continue to be maintained due to its specific task of training and managing more than 800 athletes at all levels, serving the goal of developing mass sports and high-performance sports in the province.

After the arrangement, Thanh Hoa Department of Culture, Sports and Tourism will have 5 public service units, of which one unit is expected to self-insure regular expenses by 2027, two units will partially self-insure and two units will be guaranteed by the budget.

According to the Department of Home Affairs, this arrangement plan not only ensures a streamlined apparatus but also meets the specific requirements of the culture, sports and tourism sectors, contributing to improving the efficiency of budget management and use, while promoting the development of cultural institutions associated with the preservation and promotion of heritage values ​​in Thanh Hoa province.
