The Government Inspectorate's plan clearly states the requirements of the Government Inspectorate's leaders when developing this plan to strengthen information and propaganda work, closely following the policies and orientations on the scope of amending and supplementing the Constitution approved at the 11th Conference of the 13th Party Central Committee.
Direct, disseminate and thoroughly implement the organization of collecting opinions on the draft Resolution at the Government Inspectorate and propagate, disseminate and mobilize cadres, civil servants, public employees and workers at the Government Inspectorate to participate in giving opinions on the draft Resolution.
The organization of opinion gathering is conducted democratically, scientifically , publicly, transparently, practically, ensuring progress and quality. Ensuring the leadership of the Party Committee, government, and organizations; promoting the responsibility of leaders and coordination between departments, bureaus, and units. Opinion gathering is carried out in diverse, appropriate, and flexible forms, creating favorable conditions for cadres, civil servants, public employees, and workers to participate in giving opinions.
The Government Inspectorate leadership requests all cadres, civil servants, public employees, and workers under the management of the Government Inspectorate to participate in giving opinions. Content of comments: The entire draft Resolution including structure, content, and presentation techniques.
Regarding the form of organizing the collection of opinions: Departments, bureaus, and units organize conferences (in person, online, or a combination of in person and online) for civil servants, public employees, and workers to discuss and give opinions on the draft Resolution. In addition, units are encouraged to organize seminars, workshops, and other appropriate forms within their scope, functions, and tasks.
The time for collecting comments on the draft Resolution begins on May 9, 2025 and ends on May 17, 2025.
The plan also clearly states that heads of departments, bureaus, and units shall coordinate with Party secretaries and heads of organizations at the same level to disseminate and organize the collection of opinions from civil servants, public employees, and workers under their management on the draft Resolution. The results of the collection of opinions shall be summarized and a report shall be prepared and sent to the Legal Department before May 20, 2025. The reports of the units shall be made according to the guidance outline of the Legal Department.
Legal Department Preside over, act as the focal point to urge and guide departments, bureaus and units during the period of collecting opinions on the draft Resolution to ensure progress and quality in deployment and implementation; synthesize reports on the results of collecting opinions from departments, bureaus and units to prepare a report of the Government Inspectorate to participate in giving opinions on the draft Resolution.
Thanh Tra Newspaper, Thanh Tra Magazine, and the Electronic Information Portal of the Government Inspectorate increase news and articles to propagate, disseminate, and thoroughly understand the organization of collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.
