The Ho Chi Minh City Party Committee has just issued regulations on the purchase and processing of information to serve the work of preventing and combating corruption and negative practices in Ho Chi Minh City.
Accordingly, the Ho Chi Minh City Party Committee has determined that information serving the work of preventing and combating corruption and negative practices includes information denouncing and reporting acts of corruption by people in positions of power and authority; and negative practices by cadres, Party members, civil servants, and public employees within the scope of management of the Ho Chi Minh City Party Committee and People's Committee.

The purchase of information is not a civil transaction. It is considered a form of encouragement and motivation for those who provide valuable information that meets operational requirements to serve the work of preventing and combating corruption and negative practices.
Information providers are domestic and foreign organizations and individuals residing and working in Vietnam; excluding organizations and individuals specializing in anti-corruption and anti-negative practices, and officials, civil servants, and employees of other agencies and organizations authorized to receive information.
The recipients, processors of information, and "information buyers" are the Ho Chi Minh City Steering Committee for Anti-Corruption and Negative Practices; the members of the Steering Committee; and the Standing Agency of the Steering Committee, which is the Internal Affairs Committee of the Ho Chi Minh City Party Committee.
According to regulations, the receipt, processing, and purchase of information must ensure confidentiality, timeliness, accuracy, and compliance with regulations. Confidentiality and safety for information providers must be ensured in accordance with Party regulations and State laws on protecting whistleblowers, those who detect and report corruption, waste, and negative practices.
The process of receiving information from informants must follow a "one-way" principle, meaning that the informant only meets, exchanges information, works with, and provides information directly to the recipient, without intermediaries. The identity of the informant must be identified by a code number.
The Ho Chi Minh City Party Committee requires that information reflecting and denouncing acts of corruption and negativity must be authentic and complete, reflecting the content and details of the events and phenomena that have occurred; exist in the form of traditional or electronic data, with content expressed in Vietnamese, clearly and specifically; not be edited in a way that alters the true nature of the events and phenomena; and the information must be verifiable.
The information must also be new, not previously provided by any organization or individual, and not yet received or processed by the competent authority. Information reflecting or denouncing wrongdoing serves as evidence for a case or violation and must have a direct or indirect connection to the case or violation, and must be legally valid according to regulations.
Informants will be guaranteed absolute confidentiality regarding their name, address, signature, and other personal information; they will receive a maximum payment of 10 million VND per piece of information (case) if the information provided is accurate and helps authorities investigate, verify, and handle acts of corruption and misconduct.
Informants are also considered for commendation in accordance with Party regulations and State laws for organizations and individuals with outstanding achievements in reporting and detecting acts of corruption and negativity; they may request the Standing Committee of the Steering Committee, the Head of the Steering Committee, and the Standing Agency of the Steering Committee to request competent agencies, organizations, and individuals to apply protective measures in accordance with the law on protecting whistleblowers when there are signs of threats, retaliation, or harassment.
Furthermore, informants are responsible for the accuracy of the information and documents they provide; they must compensate for damages or face legal consequences for intentionally making false accusations or reporting untrue information. They also have the obligation to provide and supplement information and documents regarding acts of corruption and misconduct; and they must not disseminate, disclose, destroy, or distort original information until the authorities have concluded their investigation and verification.
The Ho Chi Minh City Party Committee requires that the process of receiving and handling information must not disclose the results of the resolution by relevant functional agencies until it has been publicly disclosed as prescribed. If the provided information is not accepted, within 10 working days from the date of receipt, the Standing Agency of the Steering Committee for Anti-Corruption and Negative Practices is responsible for notifying the information provider, returning relevant documents, or archiving them as prescribed.
