In implementation of Prime Minister 's Directive No. 02/CĐ-TTg dated January 9, 2024, on focusing on resolving difficulties and obstacles related to construction norms and unit prices; exploitation and supply of construction materials for key national transportation projects and works, the Chairman of the Provincial People's Committee has issued directives on several issues.
Accordingly, the Department of Construction is required to promptly publish construction price indices, construction material prices, and construction labor unit prices (annually or earlier if necessary) ensuring they are consistent with market prices and comply with legal regulations. It should take the lead in coordinating with relevant departments, agencies, and localities to advise the Provincial People's Committee to cooperate with the Ministry of Construction in implementing and issuing specific local norms according to the Ministry of Construction's guidance when necessary. In addition, it should proactively coordinate in reviewing and proposing adjustments to the planning of mineral resources for leveling materials to ensure sufficient materials according to the schedule for the construction needs of key transportation projects in the province, as requested by the investors. At the same time, the Department of Natural Resources and Environment is required to continue reviewing mineral mines for leveling materials in the list attached to the approved Provincial Planning.
Based on the Department of Construction's proposal regarding mineral resource mines for leveling materials, the Department of Planning and Investment needs to advise the Provincial People's Committee to adjust the Provincial Planning according to regulations. Investors (with transportation projects) and the Project Management Boards for investment and construction projects in agriculture and rural development, transportation, industry, and civil engineering are responsible for reviewing the survey documents for construction materials of transportation projects to promptly supplement and adjust mining areas with sufficient reserves, quality, and suitable exploitation conditions (ability to negotiate land transfer, lease, and site clearance; distance and transportation routes) to ensure sufficient supply and capacity for leveling materials to meet project needs.
Furthermore, the Departments of Natural Resources and Environment, Finance, Industry and Trade, Agriculture and Rural Development, the People's Committees at the district level, and other relevant departments and agencies, according to their assigned functions and tasks, shall coordinate with investors and contractors to negotiate with landowners on land transfer and lease prices, ensuring they are consistent with the compensation rates stipulated by the State, preventing speculation, price gouging, and price manipulation; handle cases of deliberate price gouging, price manipulation, and land speculation in mining areas; and resolve obstacles related to reforestation, conversion of forest land use, and conversion of forest land and rice land use.
