Developing green industrial zones to increase export capacity
Da Nang City currently has 6 industrial parks with a total area of about 1,100 hectares, 1 high-tech park and 1 concentrated information technology park. In addition, the city is implementing the construction and expansion of 3 other industrial parks.

Orienting green industrial development, Da Nang aims to have 2-3 industrial parks meeting ecological industrial park standards by 2030.
Mr. Dang Quang Hai - Center for Biotechnology (Department of Science and Technology of Da Nang city) said that the city has advantages when implementing the conversion of traditional industrial zones to green industrial zones.
According to Mr. Dang Quang Hai, from 2015 to 2019, Hoa Khanh Industrial Park has piloted the implementation of the ecological industrial park initiative project. 29 enterprises in the industrial park have been supported with consulting for cleaner production, helping enterprises save over 14,000 billion VND/year, reduce more than 7,000 tons of CO₂, 50,000 m³ of wastewater and 2,700 tons of solid waste. At the same time, 6 industrial symbiosis opportunities have been formed, typically utilizing biogas from breweries as boiler fuel or reusing paper and wood scraps. Training activities on energy auditing, chemical safety, and cleaner production assessment are being carried out synchronously to improve business capacity. This is an important basis for the city to attract environmentally friendly investment projects with high added value.
In Quang Nam, Mr. Le Quang Trieu, Deputy Head of the Management Board of Economic Zones and Industrial Parks of the province, said that with the goal of developing sustainable and circular industry, Quang Nam province has been aiming to transform existing industrial parks, invest in developing green industrial parks, associated with applying environmentally friendly technology, reducing emissions, increasing recycling, etc.
According to the orientation in Decision No. 73/QD-TTg dated January 17, 2024, Quang Nam province will develop industry according to a circular, clean and highly automated model. The province also added 16 new industrial parks to the planning, prioritizing supporting, high-tech and ecological industries to selectively attract investment and increase the contribution of processing and manufacturing industries to GRDP.

Dr. Phung Tan Viet, former Vice Chairman of the People's Committee of Da Nang City, said that green industrial parks are an important tool to increase national competitiveness. Products manufactured in green industrial parks can meet international standards, thereby increasing export value, especially in demanding markets such as the EU, the United States, Japan, etc. "Production in green industrial parks will create green export products. These products not only help increase export value but also build brands; the green elements of enterprises are also recognized and highly appreciated by partners," said Dr. Phung Tan Viet.
There are still many barriers to conversion.
Despite many benefits, the transition to green industrial zones is still facing many difficulties.
First is the institutional issue. According to Dr. Phung Tan Viet, the conditions for recognition as a green industrial park (eco-industrial park) have not been specified and there are many shortcomings. For example, Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government (Decree 35) requires enterprises in industrial parks to "comply with the provisions of the law on investment, law on enterprises, law on construction, law on land, law on environmental protection and law on labor within 03 years before the time of registration for certification of eco-industrial parks". Currently, it is very difficult to ensure that 100% of enterprises in industrial parks fully comply with the provisions of the law in many areas within 3 years (especially when it comes to the field of labor).

Sharing the same view, Mr. Le Quang Trieu said that it is necessary to issue clear and specific criteria for evaluating green industrial parks. “ The development of this set of criteria will also create conditions for businesses to access better green credit sources ,” said a representative of the Management Board of Economic Zones and Industrial Parks of Quang Nam province.
According to Mr. Dang Quang Hai, in Decree 35, the management mechanism of ecological industrial parks is the same as that of normal industrial parks. This is a drawback, because ecological industrial parks have higher requirements.
Second, green transformation requires synchronization from industrial park infrastructure to enterprise production infrastructure. This is a “problem” that requires a large amount of funding, while access to green credit is still quite limited. Part of the problem comes from businesses not really being determined to devote large resources to transformation; another part is due to the lack of information on the green industry list, making it difficult for banks to assess and businesses are hesitant to participate.
In addition, many old industrial parks lack buffer zones, and wastewater and waste treatment infrastructure is not synchronized, leading to high investment costs for renovation. The formation of industrial symbiosis between enterprises in industrial parks also faces psychological barriers and lacks specific incentive mechanisms.

In the context of increasingly high green standards for exporting goods, the development of green industrial parks and ecological industrial parks is mandatory for competitive products and at the same time contributes to Vietnam's climate response efforts. Therefore, it is necessary to promptly remove difficulties, have mechanisms to promote the formation and development of green industrial parks as well as convert traditional industrial parks into green industrial parks and ecological industrial parks.
Developing green industrial zones is an inevitable trend in Da Nang and Quang Nam to increase export value and attract investment. However, the transformation process still faces many barriers in terms of institutions, infrastructure, credit capital and lack of clear incentive mechanisms for businesses. |
