Administrative procedures are still cumbersome, and if you want to do a social housing project, the administrative procedures alone will take several years. Therefore, on May 21, at the discussion session at the Group on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, many delegates suggested that it is necessary to focus on removing legal barriers to complete the goal of building 100,000 social housing units in 2025, towards 1 million social housing units by 2030.
Most delegates agreed with the proposal in the draft Resolution that investors can build social housing without bidding. This will help speed up the process of building social housing, while cutting down on administrative procedures for businesses.
Supporting the bidding mechanism, delegates suggested that it should be public and transparent to avoid the mechanism of asking and giving. In addition, some opinions also suggested that it is necessary to expand the subjects of renting and buying social housing.
Delegate Le Kim Toan - National Assembly Delegation of Binh Dinh province commented: "Civil servants with income over 15 million VND are not eligible to buy social housing but cannot afford to buy commercial housing, so it is very difficult to solve the housing problem for these people."
The current assignment of social housing targets is still unreasonable, as some localities have no need but are still assigned a large quantity.
"We don't have many industrial parks in Son La , the local labor force is not fully utilized, there is no labor from other places. But setting the target of building 4,000 social housing units by 2030, I am afraid that if we are not careful, this will be a waste," said Mr. Nguyen Dinh Viet - National Assembly Delegation of Son La province.
To solve the problem of social housing supply, Deputy Prime Minister Ho Duc Phoc said the Government proposed establishing a national housing fund.

Not only serving social housing but also serving the young generation who do not have a house. Selling on credit so that young people who do not have a house will gradually pay off their debt in the future."
Deputy Prime Minister Ho Duc Phoc also said that the capital source of the National Housing Fund is expected to come from the budget, voluntary contributions from investors; and revenue from the 20% land fund for building social housing in commercial housing projects.
