Following a small slope in the Phiêng Quăn area of Lộc Bình town, we had the opportunity to visit the Lộc Bình Hope Center in mid-June 2025. We were impressed by the sight of the children at the center greeting us politely with bright, friendly smiles. Here, each child has a different background, but all are cared for, nurtured, and loved fairly by the center's management and staff.
Chu Minh Phat (born in 2017, with a Chinese father and a mother suffering from mental illness) said: "I was born in Trang Dinh district and came to the center in 2023. Here, I am cared for and looked after by the staff like a family. I will try my best to study hard so that I can become a useful member of society in the future."
It is known that the Loc Binh Hope Center was founded by Mr. Nguyen Trung Chatt in 2003. Since then, this shelter has nurtured more than 200 orphaned children and children with particularly difficult circumstances. Under the care and education of the center's management board, many children have grown up, some becoming teachers, police officers, soldiers, etc., after graduating. Notably, many have returned to the Hope Center after completing their studies to continue helping the next generation. A typical example is Mr. Ngo Quoc Hung (born in 1991, Loc Binh district). Mr. Hung said: "I lost my father when I was young, my mother was often sick, and I had many siblings, so I came to the center in 2003. Thanks to Mr. Chatt and everyone's dedicated care and nurturing, I was able to continue my studies, graduating from Hanoi Pedagogical University and earning a master's degree in social work." After graduating, I decided to return to work at the center because I wanted to help and share the difficulties with the children here.
Leading us on a tour of the children's living quarters, Ms. Vi Thi Tuom, Deputy Director of the Loc Binh Hope Center, said: "In the early days of operation, the center faced many difficulties due to funding, but with the determination of the Board of Directors and the sharing and sponsorship of the community, the center has maintained its operations from then until now. Currently, the center is caring for 24 orphaned children and children with particularly difficult circumstances."
At the center, the children receive support with food, accommodation, education, and life skills development. After their time here, those who pass entrance exams to vocational schools are still supported by the center to continue their studies. True to its name, under the shelter of hope, each child has a different life story, but all are cared for in terms of meals and sleep, creating an environment full of love and compassion.
Over the years, Party committees and authorities at all levels, as well as departments, agencies, and mass organizations in the province, have consistently shown concern and provided support to the children at the center, not only materially but also spiritually, through activities such as extracurricular life skills programs, children's forums, Vietnam Book Day, and competitions. Particularly, since October 2024, the center has also implemented a model for producing bottled clean water to generate additional operating funds. This model has received widespread support from people in the province and from other provinces and cities such as Hanoi and Hung Yen .
Mr. Lo Tien Vinh, Head of the Social Affairs Department of the Provincial Department of Health, said: Loc Binh Hope Center is one of the non-governmental childcare facilities that operates effectively and sustainably. The center not only provides care but also focuses on education , psychological counseling, and life skills training for children, helping them to have a solid foundation for adulthood.
