By closely following each household, helping people overcome difficulties and take control of their lives, the Transaction Office of the Social Policy Bank (SPB) in A Luoi district has become one of the typical examples in the emulation movement "For the poor, no one is left behind in the period 2021-2025".

As a mountainous border district, A Luoi is a locality with a high poverty rate, accounting for 49.98% at the end of 2021. In addition, with 79% of households being ethnic minorities, the story of accessing and effectively promoting policy credit here faces many difficulties.

Mr. Tran Nhat Huy, Deputy Director of the A Luoi Social Policy Bank, acknowledged that the 2021-2025 period is a challenging period in implementing the policy credit programs of the PGD, due to the pressure in implementing the poverty reduction and sustainable poverty reduction targets. However, with the motivation from the emulation movement "For the poor, no one is left behind in the 2021-2025 period", the staff and employees of the unit always perform well the assigned tasks in transferring preferential policy credit capital to poor households and other policy beneficiaries. One of the important solutions implemented by the PGD is to accompany each household and each savings and loan group to solve problems in accessing and promoting credit efficiency.

Thanks to that, it has contributed to a sharp reduction in the poverty rate over the years. By the end of 2024, the poverty rate in A Luoi district was only 13.36%, the near-poor rate was 11.1%. The capital implemented in the area by the end of March 2025 reached 612,400 million VND, an increase of 273,950 million VND compared to the beginning of 2020.

With creative ways in the emulation movement, especially accompanying each borrower, recently, the A Luoi Social Policy Bank Transaction Office and 4 individuals of this transaction office were commended by the General Director of the Vietnam Social Policy Bank for their outstanding achievements in the emulation movement in the period of 2020-2025. In addition, on this occasion, the Credit Planning Department of the City Social Policy Bank and 25 other individuals were also commended by the General Director of the Vietnam Social Policy Bank for their outstanding achievements in performing credit tasks and emulation movements in the period of 2020-2025.

Motivation from emulation movement

According to the assessment of Mr. Nguyen Hoang Anh Tuan, Deputy Director of the Hue City Social Policy Bank, not only closely following the emulation movements of the superiors, the branch is also proactive in implementing emulation movements by topic, closely following the tasks of policy credit activities in the area. In the period of 2020-2025 alone, the branch has launched 49 emulation movements closely following professional tasks such as: Credit growth, savings mobilization, disbursement of new programs... The branch has also rewarded 675 collectives and 1,717 individuals with many outstanding achievements in emulation movements.

Thanks to timely rewards for collectives and staff with outstanding achievements, the City branch of the Vietnam Bank for Social Policies has contributed to motivating and encouraging staff and workers to work more dedicatedly, love their jobs more and strive to overcome all difficulties to contribute to the overall development of the unit.

Ms. Vo Thi Tam Binh - Credit Planning Department, City Social Policy Bank said, the emulation movements have added energy, giving me more motivation to perform well the assigned tasks. From there, I contribute my efforts to the development of the unit, the community and help poor households, policy beneficiaries have more conditions to develop the economy , improve their lives.

In the period of 2020-2025, the city branch of the Vietnam Bank for Social Policies submitted a proposal to the Prime Minister to award certificates of merit to 2 collectives and 2 individuals; the Governor of the State Bank awarded certificates of merit to 19 collectives and 38 individuals; the General Director of the Vietnam Bank for Social Policies awarded certificates of merit to 20 collectives and 208 individuals; the Chairman of the City People's Committee awarded certificates of merit to 10 collectives and 23 individuals.
