The working group is responsible for unifying the determination of 30% of the additional land during the planning period according to the land allocation and zoning plan in the provincial planning. Identifying pilot projects in line with the province's housing development program and plan. Preliminary assessment of the total expected investment of the project.
Appraise criteria and priority conditions in case of projects registering more than 30% of the additional residential land area during the planning period. Agree on the area of land types belonging to the project that must change land use purposes. Agree on the list of projects that are subject to the pilot resolution for the Provincial People's Committee to submit to the Provincial People's Council. And perform a number of other tasks.
Previously, on November 30, 2024, the National Assembly passed Resolution No. 171/2024/QH15 on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights (Resolution No. 171). On April 1, 2025, the Government issued Decree No. 75/2025/ND-CP detailing Resolution No. 171. This Resolution is expected to pave the way for the development of commercial housing projects on non-residential land through the agreement mechanism. Thereby, promoting the recovery of the real estate market, increasing housing supply, effectively exploiting land, and contributing to the renovation and development of modern and sustainable urban areas.
