Looking back over the past years, Mr. Tran Quang Khoa, Deputy Director in charge of the Department of Health, shared that the period of 2020-2024 is a special period, when the health sector of the whole country in general and Ca Mau province in particular faced serious challenges due to the Covid-19 pandemic. The number of infections and deaths increased, while the grassroots health system was already fragile, under unprecedented pressure. However, in that difficult context, with the spirit of "fighting the epidemic like fighting the enemy", the Ca Mau health sector quickly deployed synchronous measures, flexibly and drastically adapted to control and contain the epidemic. Under the close direction of the Provincial Party Committee, the Provincial People's Committee and the Ministry of Health, scenarios for responding to the epidemic at each level were built and effectively implemented. From proactively tracing, isolating, and treating F0 at home to organizing vaccination for the entire population, all were carried out urgently, accurately and humanely. In particular, with the vaccination of nearly 100% of eligible people, the province has successfully controlled the epidemic. By April 2023, Ca Mau no longer recorded any deaths due to Covid-19, a remarkable result from the efforts of the entire political system, in which the medical force plays a key role.
Not stopping at the task of disease prevention and control, the health sector has also promoted emulation movements for administrative reform, improving the quality of medical examination and treatment and digital transformation throughout the sector. Many medical facilities have pioneered the application of information technology in management, from medical examination and treatment software, electronic record storage to vaccination monitoring systems, helping to save time, make processes transparent and improve patient satisfaction.
20 collectives and 202 individuals received certificates of merit from the Chairman of the Provincial People's Committee for their outstanding achievements in performing their tasks from 2023-2024.
At the same time, the industry has also promoted training and coaching for medical staff to improve their professional capacity and communication and service skills. Making the criterion of “taking the patient as the center” a guiding principle for all professional activities has helped medical units gradually improve service quality, creating trust and support from the people.
With the motto "emulation is patriotism, is revolutionary action in peacetime", the Ca Mau health sector has widely deployed emulation movements closely following political and professional tasks. Outstanding movements such as: "Good workers, creative workers", "Green - clean - beautiful hospitals", "Innovation in service style and attitude towards patient satisfaction", "Reducing plastic waste in the health sector" ... have been concretized by practical activities in each unit.
In the past 5 years, the whole industry has had 161 recognized scientific topics, thousands of initiatives and technical improvements effectively applied in medical examination and treatment and management. Emulation and reward work is carried out publicly, transparently, ensuring fairness, right people, right job. Many typical advanced collectives and individuals are promptly recognized, creating a strong driving force to promote creativity, innovation and improve work efficiency in the whole industry.
From the emulation movements, many outstanding individuals and groups have emerged, contributing to creating a new look for the Ca Mau health sector.
Mr. Tran Quang Khoa, authorized by the Chairman of the Provincial People's Committee, awarded certificates of merit to individuals with outstanding achievements in performing their tasks from 2023-2024.
One of the typical examples is Pharmacist Tran Hong Nhi, Deputy Head of the Pharmacy Department, Tran Van Thoi General Hospital. In the period of 2020-2024, she has presided over and implemented many practical initiatives, from digitizing the contract system, spreadsheets linking medicinal information retrieval, to monitoring antibiotic prescriptions and the drug contraindication warning system - ICD. More than 40 communication documents, internal newsletters and technology tools (Zalo, Appsheet...) have been effectively applied by her to raise public awareness and enhance pharmacovigilance. These activities not only improve the quality of clinical pharmacy but also contribute to building the image of a modern, close-to-the-people and professional pharmacy department.
At the grassroots level, Rach Cheo Commune Health Station, Phu Tan District, under the direction of Doctor To Hoang Vinh, has proactively controlled the epidemic situation well. During the peak of Covid-19, the station organized tests for nearly 9,000 people, treated more than 1,200 F0 cases at home and recorded no deaths. In addition to expertise, the station also mobilized more than 80 million VND from the community to support people, while actively applying technology to epidemic management and disease prevention communication.
At the district level, Nam Can General Hospital, under the leadership of Dr. To Van Mung, has become a bright spot in management innovation, resource development and improvement of medical service quality. From the initial 30 doctors, the hospital now has 50 doctors, improving its capacity for intensive treatment and ensuring an inpatient rate of 80-90%. The hospital also built an automatic text message system for re-examination; deployed a free kitchen from socialized sources, serving hundreds of patients every day. With outstanding achievements, Dr. To Van Mung was awarded 3 certificates of merit by the Provincial People's Committee, the title of Emulation Fighter for many consecutive years; the hospital was proposed to receive the Provincial Emulation Flag.
Looking back on the past, it can be affirmed that the emulation movement in the health sector of Ca Mau province has created a great driving force, promoting a strong change from thinking to action. Every health worker clearly understands that emulation is not only a task but also an honor and responsibility to the people.
In the coming time, the Ca Mau health sector will continue to innovate the content and form of emulation in a practical and effective direction, associated with digital transformation, smart health, administrative reform and improving management capacity. At the same time, it will focus on discovering, nurturing and replicating advanced models, creating a vibrant and widespread emulation movement, aiming at the goal of building a modern, fair, high-quality and humane health system - for a healthy and sustainably developing Ca Mau./.
