Candidates register for preliminary admission to Police Academy at Commune-level Police Station

1. Registration time, preliminary fee

- From March 15 to April 15, new regular university candidates must register at the commune-level police station (after April 15, candidates must continue to complete their application at the admissions committees).

- Active duty police officers register for recruitment at their work unit.

- Students of the School of Culture register for admission at the school.

- High school students (including students who graduated in previous years), citizens who have completed their obligation to join the People's Public Security or military service must register for preliminary selection at the commune-level police where they have registered their permanent residence.

- Candidates are not allowed to register for pre-selection in many majors, many academies, universities and at many admission boards under the Ministry of Public Security . Police units and localities clearly inform candidates that if they violate, they will not be considered for admission to the Police Academy.

- Preliminary selection fee: Candidates pay 120,000 VND for the preliminary selection process (in addition to the health examination fee).

2. Preliminary registration procedure

- Applicants must go directly to the Commune-level Police to register for the preliminary selection; bring the original or a certified copy of the original transcript, birth certificate along with the ID card/Citizen ID card. For citizens who have completed their public security service or military service, in addition to the above documents, they must also bring the discharge decision.

Candidates wishing to apply to the Police Academy will register for the preliminary exam at the Commune Police Station.

- The commune-level police compare the person registering for the preliminary selection with the photo in the ID card/Citizen ID card and other documents; check the height, weight, education level, conduct, permanent residence and only accept the preliminary selection registration for those who meet the prescribed conditions, allowing candidates to register for two sports ability tests in the sports events according to gender (for men: 100m run, 1500m run, on-the-spot long jump, horizontal bar arm curls; for women: 100m run, 800m run, on-the-spot long jump).

- The commune-level police, through the function of the recruitment software, enter the candidate's preliminary registration information, print the preliminary registration confirmation and preliminary process information (paper with the signature of the receiving officer and the seal of the commune-level police) and send the data to the Personnel Organization Department, the provincial-level police to synthesize and propose to organize a general preliminary selection.

- The preliminary selection unit is responsible for directly taking photos of the preliminary registrant (a soldier on duty in the People's Public Security wearing uniform when taking photos), keeping the photos to stick and stamp on the Health Examination Form, Background Check, Application Form for admission to the People's Public Security University, Intermediate School, and Preliminary Selection Certificate; returning the photos to the candidates so that they can stick them on the Self-declared CV and the application for the high school graduation exam. The photo taking fee is collected by the Public Security of units and localities according to the local market price.

3. Preliminary organization

Police units and localities are responsible for organizing preliminary selection for officers and soldiers of their units and police units stationed in the area but cannot conduct preliminary selection themselves. Based on the preliminary selection results on conduct, education, health, examination and verification of political standards before recruitment and other conditions, they will approve the list of candidates who are qualified or not qualified to apply (the unit managing conscripted soldiers is responsible for examining, verifying and concluding the political standards of candidates).

Police units and localities are responsible for informing candidates about the admission conditions, ensuring consistency with the contents of the Admission Registration Confirmation and ensuring the rights of candidates registering for the admission.

The police of each unit and locality use the code of each Admissions Board. In case the police of the unit managing the conscripts coordinate with the local police where the military is stationed to conduct the preliminary selection, the Admissions Board code of the unit managing the conscripts will still be used.

- The preliminary selection process includes:

+ Check academic performance on transcripts (applicable to all subjects).

+ Conduct check on transcript (applicable to grade 11 students; permanent residents according to current regulations in the locality where the preliminary registration is made).

+ Consider moral qualities (applied to active duty and discharged soldiers).

+ Health check (applicable to all subjects).

+ Examine, verify, and conclude political standards (applicable to all subjects according to regulations on background checks in the People's Public Security).

+ Test of mobility (applicable to candidates who are eligible to apply to the People's Police University, except for the political standard condition which is still under investigation). Based on the actual situation, the Police of units and localities organize the test in a centralized form or at each grassroots level.

The police of each unit and locality shall send the preliminary registration data and preliminary selection schedule of their unit to the Department of Training for monitoring, coordination and inspection. The examination and verification of political standards before admission and the examination, verification and conclusion of political standards of candidates after being admitted to the Police Academy will be carried out according to the regulations of the Ministry of Public Security.

- The application form is printed from the admission software (The form has the candidate's signature, the signature of the appraisal officer and the seal of the preliminary selection unit).

In addition to the general application, candidates need to pay attention to preparing appropriate documents according to each admission method.

4.1. Profile for candidates applying under Method 1

- Application form for admission to the People's Public Security University (according to the form of the Ministry of Public Security) with two 3x4 photos with full name and date of birth written on the back.

- Application form for direct admission according to the form of the Ministry of Education and Training.

- Certified copy of the original certificate, confirming the results of the prize won by the candidate.

- Certified copy of the candidate's original high school transcript.

- Photocopy of the candidate's high school graduation exam notice (except for those exempted from the graduation exam according to regulations of the Ministry of Education and Training).

- Photocopy of candidate's ID card/Citizen ID card.

- Candidates eligible for admission must pay 30,000 VND admission fee to the local police (of which: Police preliminary admission: 15,000 VND, Police Academy: 15,000 VND).

4.2. Documents for candidates applying under Method 2

- Application form for admission to the People's Public Security University (according to the form of the Ministry of Public Security) with two 3x4 photos with full name and date of birth written on the back.

- Certified copy of the original international language certificate of the candidate.

- Certified copy of the candidate's original high school transcript.

- Photocopy of candidate's high school graduation exam notice.

- Photocopy of candidate's ID card/Citizen ID card.

- Candidates eligible for admission must pay 30,000 VND admission fee to the local police (of which: Police preliminary admission: 15,000 VND, Police Academy: 15,000 VND).

4.3 Documents for candidates applying under Method 3

- Application form for admission to the People's Public Security University (according to the form of the Ministry of Public Security) with two 3x4 photos with full name and date of birth written on the back.

- Certified copy of the candidate's original high school transcript.

- Photocopy of candidate's high school graduation exam notice.

- Photocopy of candidate's ID card (citizen ID card).

- Documents proving the candidate's priority in admission (if any).
