To date, 15 types of citizen documents have been digitized and are eligible to be replaced by electronic data, moving towards a modern, transparent administration, reducing costs and improving efficiency in serving the people.

Local authorities are applying technology to streamline administrative procedures.

Cutting and simplifying administrative procedures based on data not only aims to streamline processes and minimize social costs, but is also a fundamental solution to building a modern, transparent, and service-oriented administration.

This is also a key task in implementing the directives of General Secretary To Lam, Head of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation.

Save time, money and burden

Deputy Minister of Justice Nguyen Thanh Tinh said that administrative reform in general, and cutting and simplifying administrative procedures in particular, is an important task to promote growth, create competitive advantages, improve relations between state administrative agencies and people and businesses; ensure publicity and transparency in handling people's work, and contribute to effective prevention and fight against corruption.

Reducing and simplifying administrative procedures is of immense significance in realizing human rights and civil rights, improving the investment and business environment, and building a transparent and modern socialist rule of law state, gradually meeting the needs of national development and integration.

When procedures are streamlined, compliance costs decrease, and social costs also decrease accordingly. As a result, social resources can be more focused on investment and development; the efficiency, effectiveness, and performance of the administrative apparatus are also enhanced, moving towards a service-oriented, modern, transparent administration that brings positive results for development.

Along with the administrative reform process, the implementation of digital transformation in the spirit of Resolution No. 57-NQ/TW on science, technology development, innovation and national digital transformation has created an important foundation for implementing tasks of reducing administrative procedures.

To date, national and specialized databases have been developed by ministries, sectors, and localities, with the Ministry of Public Security playing a leading role in implementing Project 06 through the deployment of many decisive and effective solutions. According to statistics from the Ministry of Public Security, 15 types of citizen documents have been digitized and are eligible to be replaced by electronic data.

This is particularly important because, once the data is replaced, requiring citizens and businesses to present documents will no longer be necessary, saving time, costs, and the burden of certifying copies by the People's Committees at the commune level.

Implementing the direction of General Secretary To Lam in the Notice of Conclusion No. 07-TB/CQTTBCD of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, on October 22, 2025, the Prime Minister issued Official Dispatch No. 201/CD-TTg on focusing on reviewing, reducing and simplifying administrative procedures based on data, requesting ministries, branches and localities to urgently implement the work of reviewing and reducing administrative procedures. The Ministry of Justice, as the assigned agency, has proactively issued documents guiding ministries, branches and localities, and developed a set of support tools to ensure the progress and feasibility of the task.

Sharing data ensures "correctness, completeness, cleanliness, liveness, consistency, and shared use"

In its guidance sent to ministries, departments, and localities, the Ministry of Justice emphasized that the review, reduction, and simplification of procedures must be carried out in conjunction with the review of legal regulations, with the aim of proposing amendments, additions, or repeal of relevant legal provisions.

Only by decisively and synchronously implementing both of these aspects will the implementation of the data-driven administrative procedure reduction plan by November 15, 2025, be truly effective and yield tangible results in practice.

According to Deputy Minister of Justice Nguyen Thanh Tinh, given the urgent need and the broad scope of the review, applicable to ministries and localities nationwide, the Ministry of Justice has also requested the Departments of Justice in localities to act as focal points to assist the People's Committees of provinces and cities in monitoring and urging implementation; at the same time, it has requested the heads of legal organizations of ministries and agencies under the Government to closely coordinate in reviewing both administrative procedures and legal regulations, creating a basis for the issuance of a Government normative resolution as stipulated in Resolution No. 206/2025/QH15 of the National Assembly on the special mechanism for handling difficulties and obstacles caused by legal regulations.

Along with that, the Ministry of Justice will organize inspection teams to urge the implementation of the Prime Minister's Official Dispatch No. 201 in a number of ministries, branches and localities, to ensure that reports are sent to the Ministry of Justice before October 31, 2025 with the highest quality, in accordance with the direction in the Prime Minister's Official Dispatch.

People in Quang Ninh have reduced the time and distance they spend traveling to complete administrative procedures.

To ensure the feasibility and effectiveness of data-driven administrative procedure reductions and simplifications, and to truly facilitate citizens and businesses, it is crucial to ensure adequate infrastructure and data. Ministries, sectors, and localities must clearly demonstrate their capabilities and commitment to building, connecting, and sharing data that is "accurate, complete, clean, active, consistent, and for common use," so that implementation can be guaranteed in practice as soon as the reduction plan is announced.

This requires a synchronized and seamless information technology system, infrastructure, and terminal equipment, along with professional training for officials directly handling administrative procedures, ensuring a smooth operational process.

Deputy Minister of Justice Nguyen Thanh Tinh added that during the implementation process, it is inevitable that people or businesses will report inaccurate data, so it is necessary to calculate a process for "cleaning" data and a specific handling mechanism to ensure the legitimate rights of people when data is incomplete or contains incorrect information.

Regarding localities with specific administrative procedures (according to the latest statistics, there are 668 procedures clearly listed in the appendix issued by the Ministry of Justice), Deputy Minister of Justice Nguyen Thanh Tinh stated that these procedures fall under the jurisdiction of the provincial level, and the Chairman of the Provincial People's Committee is responsible for handling them.

However, the Ministry of Justice has also requested localities to provide information for consolidation in implementing solutions to replace paper documents and records with electronic data, ensuring uniformity and consistency. This will be an important basis for unified leadership and direction in the future.

Deputy Minister of Justice Nguyen Thanh Tinh affirmed that immediately after October 31, 2025, the Ministry of Justice and the Inter-sectoral Working Group will work directly with each ministry and branch to unify the list of procedures to be reduced and simplified based on data; advise the Government to issue a normative Resolution to ensure the implementation of this reduction plan; during that process, there will be comparison and cross-checking between ministries, branches and localities to ensure the implementation plan is feasible, synchronous and unified nationwide...
