Candidates worry about not being allowed to bring mechanical watches into the exam room, Ho Chi Minh City "corrects"

Many candidates expressed concern when it was reported that they would not be allowed to bring mechanical watches into the 2023 high school graduation exam room.

A teacher at a high school in District 1, Ho Chi Minh City, shared that in recent days, he has received many complaints from parents and 12th grade students about students receiving notices that they are not allowed to bring mechanical watches into the exam room.

This makes it very difficult for candidates to allocate time to do the test.

According to this teacher, who has been an invigilator many times during the high school graduation exam, he noticed that many test site managers even requested that all wall clocks in the exam room be removed. Some other exam rooms had clocks but they were out of battery.

"If so, candidates can only know the time through the drum signals as well as the time signals of the exam supervisor. I think this is unreasonable," said this teacher.

Ms. Phuong Thanh - a parent of a student in District 1 is concerned because according to the 2023 high school graduation exam regulations of the Ministry of Education and Training , items prohibited from being brought into the exam room do not include mechanical watches.

According to parents, mechanical watches do not have any electronic devices so there is no need to worry too much about cheating on exams.

"I asked my child's homeroom teacher if there was a clock in the exam room but I haven't received a response yet. If there is a rule that candidates are not allowed to bring watches into the exam room, then the exam sites need to arrange enough wall clocks that run on time in the exam room to make it convenient for students to monitor and allocate time when taking the exam," said Ms. Thanh.

Discussing this issue, Mr. Le Hoai Nam - Deputy Director of the Department of Education and Training of Ho Chi Minh City - said that the City is implementing the organization of the 2023 high school graduation exam in accordance with regulations and instructions No. 1515/BGDĐT-QLCL dated April 7.

"Candidates are allowed to bring mechanical watches into the exam room, but they must also ensure that they do not have recording or video functions, cannot be viewed or transmitted, and do not contain information that can be used to cheat on exams," said Mr. Nam.

According to the regulations for this year's high school graduation exam, the Ministry of Education and Training allows candidates to bring into the exam room pens, pencils, compasses, erasers, rulers, calculators; calculators without text editing functions, without memory cards; and Vietnam Geography Atlas for geography (without marking or writing any other content).

Other items prohibited from being brought into the examination room include: carbon paper, correction pens, alcoholic beverages, weapons, explosives, and documents, devices that transmit and contain information that can be used to cheat on exams.

If intentionally brought in, the candidate will be suspended from the exam, meaning all test results will be canceled and high school graduation will not be recognized.

Compared to before, this regulation has two new points. First, candidates are no longer allowed to bring any kind of recording device, even if it only has the function of recording information, but cannot be viewed or transmitted.

Second, the Ministry of Education and Training does not specify the list of pocket calculators as in previous years, but only requires that the calculators "do not have word processing functions".

Along with that, the Ministry of Education and Training requires provincial and municipal examination councils to closely coordinate with the police force to deploy effective solutions to prevent and combat the use of high technology to cheat in exams.

The guidelines also emphasize the context of a resurgence in advertising and trading of sophisticated, ultra-small, camouflaged devices with recording, video recording, secret conversation features, and easy-to-use for cheating in exams.

"Request examination councils to direct examination sites to fully disseminate, check and remind candidates to ensure that items brought into the examination room (including essential items related to ensuring personal health) must not contain information for the purpose of cheating on exams and must not have the features of storing, transmitting, receiving information or images in any form. All violations (whether intentional or unintentional) will be handled according to regulations" - the Ministry of Education and Training's instructions clearly state.

In 2022, 50 students nationwide violated the exam regulations and were suspended from the exam. Of these, 6 students brought and used documents, and 44 others brought and used phones in the exam room.

The 2023 high school graduation exam will take place on June 28-29 with more than one million candidates. Candidates must take three independent tests: math, literature, foreign language, and two combined tests: natural sciences (physics, chemistry, biology) and social sciences (history, geography, civics for candidates studying the general educationprogram ; or history, geography for candidates studying the continuing education program).
