Strategy needed to develop digital economy

Accordingly, some opinions say that the city's digital economy is slow to develop due to the lack of digital infrastructure. If the city wants to achieve double-digit economic growth, it must promote the development of the digital economy.

Mr. Lam Nguyen Hai Long, Chairman of the City Information Technology Association, commented that recently, the city has included digital economy in the resolution but is still confused in measuring and promoting solutions to develop the digital economy.

"Currently, small and micro enterprises want to carry out digital transformation but have limited resources. It is proposed that the city partially support the funding so that digital transformation activities can spread strongly in the business community," Mr. Long added.

The representative of the City Information Technology Association said that it is necessary to consider the development of the digital economy as a spearhead economy of the city, to simultaneously solve problems in the process of urbanization, digital transformation and building a smart city, etc., aiming to have a specific action plan.

Regarding digital economic development, Mr. Doan Dai Phong, Deputy General Director of Viettel Group said: “The city's goal is to have a digital economic proportion of 40% by 2030, so the city needs to have a clearer strategy for digital economic development. The reason is that the city's digital infrastructure is lacking for 5-10 years. In general, the city's data warehouse is built but not enough."

Regarding the issue of digital economic development as well as digital transformation, Mr. Lam Dinh Thang, Director of the Department of Science and Technology of the city, informed that the city's development orientation must be to lead the green economy and digital economy. Therefore, the two major infrastructures that the city is interested in and must build are completing the traffic infrastructure and digital infrastructure.

Mr. Thang added that the city set the digital economy target at 25% for 2025 and 40% for 2030. This is a fairly high target, higher than the national average. To achieve this goal, we probably need outstanding policies, complete infrastructure and quality human resources.

Digital economy must grow by double digits

To develop the digital economy, the leader of the city's Department of Science and Technology shared that, according to the plan, the city is working with the National University to build a shared data center; expand the development of the current high-tech park; build a multi-purpose high-tech center; the City Finance Company will provide preferential loans to businesses to invest in digital transformation;.. This will form a better digital transformation ecosystem for the city.

In addition, the city has policies to support technology and product commercialization, support innovative startups, and exempt taxes for innovative startups. According to foreign organizations, Ho Chi Minh City is ranked 111th in the world for the best innovative investment environment.

“In my opinion, the city’s economy in general and the digital economy in particular must develop rapidly and in parallel. That means the digital economy must also grow at double-digit rates,” Mr. Thang said.

Listening to opinions and acknowledging the contributions of the business community to the city's development, however, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, also affirmed that although the city has developed, it is not commensurate with the potential, advantages, and requirements of the Party, government, and people. The city still has problems and difficulties.

The leaders of the City People's Committee believe that digital infrastructure, traffic infrastructure, people, and administrative procedures have affected our investment environment and reduced its attractiveness. These are very worrying issues that need to be resolved to create revenue and promote the city's economic development.

“The city has been transforming its administrative system from asking and giving to serving. The city is considering businesses and people as the objects of service, and at the same time continues to remove obstacles in administrative procedures,” Mr. Nguyen Van Duoc emphasized.
