Accordingly, some argue that the city's digital economy is developing slowly due to a lack of digital infrastructure. If the city wants to achieve double-digit economic growth, it must promote the development of its digital economy.

Mr. Lam Nguyen Hai Long, Chairman of the City's Informatics Association, noted that while the city has included the digital economy in its resolutions recently, it remains hesitant in measuring its potential and promoting solutions for its development.

"Currently, small and micro enterprises want to implement digital transformation but have limited resources. They propose that the city provide partial financial support so that digital transformation activities can be widely disseminated within the business community," Mr. Long further explained.

Representatives from the City's Informatics Association believe that developing the digital economy should be considered a key economic sector for the city, simultaneously addressing issues in urbanization, digital transformation, and smart city development, with a concrete action plan.

Regarding the development of the digital economy, Mr. Doan Dai Phong, Deputy General Director of Viettel Group, said: “The city's goal is to have the digital economy account for 40% by 2030, so the city needs a clearer strategy for digital economic development. The reason is that the city's digital infrastructure is lacking for the next 5-10 years. In general, the city has built a data warehouse, but it is not yet sufficient.”

Regarding the development of the digital economy and digital transformation, Mr. Lam Dinh Thang, Director of the City's Department of Science and Technology, stated that the city's development orientation must prioritize the green economy and the digital economy. Therefore, the two major infrastructures that the city is focusing on and must build are completing transportation infrastructure and digital infrastructure.

Mr. Thang added that the city has set economic growth targets of 25% for 2025 and 40% for 2030. These are quite high targets, higher than the national average. Achieving these goals will likely require superior policies, improved infrastructure, and a high-quality workforce.

The digital economy must grow at double digits.

To develop the digital economy, the head of the city's Department of Science and Technology shared that, according to the plan, the city is working with the National University to build a shared data center; expanding the development of the existing high-tech zone; building a multi-purpose high-tech center; and the city's Finance Company is providing preferential loans to businesses for investment in digital transformation. This will create a better digital transformation ecosystem for the city.

Furthermore, the city has policies to support technology and product commercialization, support innovative startups, and provide tax exemptions for innovative startups. According to assessments by foreign organizations, Ho Chi Minh City ranks 111th in the world as one of the best innovation investment environments.

"In my opinion, the city's economy in general and the digital economy in particular must develop rapidly and in parallel. This means that the digital economy must also grow at a double-digit rate," Mr. Thang said.

While listening to and acknowledging the opinions and contributions of the business community to the city's development, Mr. Nguyen Van Duoc, Chairman of the People's Committee of Ho Chi Minh City, also affirmed that although the city has developed, it has not yet lived up to its potential, advantages, and the requirements of the Party, government, and people. The city still faces challenges and difficulties.

The city's People's Committee leaders believe that digital infrastructure, transportation infrastructure, human resources, and administrative procedures are negatively impacting the attractiveness of our investment environment. These are serious concerns that need to be addressed in order to generate revenue and boost the city's economic development.

"The city has been transforming its administrative system, from a 'request-and-grant' model to a service-oriented one. The city is now viewing businesses and citizens as the subjects of its service, while continuing to remove obstacles in administrative procedures," Mr. Nguyen Van Duoc emphasized.
