Major General Nguyen Hong Ky: Always want CAP to meet the requirements in the new situation

After more than 2 years of implementing the model of exemplary ward police on security, order and urban civilization, Hanoi has achieved many positive results, creating a strong influence on public opinion. Thoi Dai had an interview with Major General Nguyen Hong Ky, Deputy Director of Hanoi City Police Department about this content.

- Sir, since 2022 when Dien Bien Ward Police, Ba Dinh District implemented the exemplary CAP model on security and order and e-commerce, up to now, the model has been replicated in many wards. From the results obtained from the replicated CAPs as well as those registered for implementation, in your opinion, what are the outstanding benefits on the political and social aspects of this work?

- Initially, through the implementation of the model of exemplary ward police in terms of security and order and e-commerce, the ward police force in the city has gradually improved the quality and comprehensive effectiveness of all aspects of work such as strengthening the organization of units; investing in new facilities, equipment, and vehicles or purchasing additional equipment or replacement; expanding the planned land area, and investing in upgrading and repairing the headquarters to be clean and beautiful.

The political security situation and traffic safety and order in the wards have clearly changed, with no serious or more serious crimes occurring; no violent crimes or gang-like activities; no economic crimes, smuggling, trade fraud, production and business establishments, possession and sale of counterfeit and banned goods in large quantities or recidivism; traffic order and safety have been improved. The work of building a mass movement to protect national security has increasingly promoted the role of Party committees at all levels, authorities of all sectors, organizations and the people actively participating.

Many new models and movements have been built with creativity. Urban order and environmental sanitation in the wards have become more orderly; awareness and sense of law observance among the masses have been increasingly enhanced. People have participated more actively in building civilized urban areas, making the urban landscape in the area increasingly "bright, green, clean, and beautiful"... Many examples of good people and good deeds have appeared, which have been commended and rewarded by all levels, sectors, and the people.

-Sir, the new social context will give rise to new problems and requirements. When implementing the CAP model in Hanoi, what do you expect?

- Immediately after the Ministry of Public Security issued the Plan on building "Model Ward Police in terms of security, order and urban civilization", the Hanoi City Police recognized the meaning and importance of the plan, identifying this as a major policy of the Party Committee of the Central Police, the leadership of the Ministry of Public Security, and at the same time, the Party Committee and the Board of Directors of the Hanoi City Police always wish to build the capital's police force in general and the ward police in the city in particular to be truly clean, strong, disciplined, elite, modern, meeting the requirements and tasks in the new situation.

- To achieve the results we have today, there are many contributions. Could you tell us what are the main reasons for the positive results of implementing the CAP model in Hanoi?

- In my opinion, there are 4 main reasons for the positive results of implementing the model of exemplary local police in Hanoi, specifically:

Firstly, the work of building a "Model Ward Police in terms of security, order and urban civilization" must be under the direct leadership of Party committees and authorities at all levels, with the coordination and assistance of departments, branches, organizations, and the Fatherland Front at all levels; with the participation, supervision, and assistance of all classes of people, and the mobilization of the strength of the entire political system in the capital.

Second, proactively do a good job of advising Party committees and authorities at all levels in directing the work of ensuring security and order in the area and launching a movement for the entire people to protect national security (in which focusing on directing the construction and implementation of models and movements, organizing the replication of models that promote good activities with practical effectiveness ).

Third, focus on propaganda work on the meaning and purpose of building the ward police into a typical, model unit of security, order and urban civilization so that all levels, sectors, socio-political organizations and people in the area know and support the police force. Innovate propaganda methods and forms in a specialized and appropriate direction. Pay attention to combining propaganda through mass media with direct, individual propaganda, propaganda on social networking platforms (Zalo, Facebook...).

Fourth: Regularly do a good job of Party building, building a clean and strong Capital Police force in terms of politics, ideology, organization and ethics; attach importance to political and ideological work, identifying this as a factor that creates sustainable internal strength.

Strengthening discipline, discipline, strictly managing cadres and soldiers; strengthening education on traditions; ethics and lifestyle for cadres and soldiers, especially young cadres and soldiers. Timely grasping the thoughts, aspirations, conditions and family circumstances of cadres and soldiers, implementing well the rear policies and regimes, encouraging, caring for and helping cadres and soldiers in life...

- A newly issued policy will certainly have a gap with real life. After more than 2 years of implementation, sir, are there any aspects or issues that still make you feel concerned?

- Besides favorable opportunities, Hanoi Capital always has to face many difficulties. That is the complicated crime situation with increasingly sophisticated and cunning tricks, the emergence of new types of crimes, non-traditional crimes, hostile subjects at home and abroad always looking for ways to sabotage,... leading to increasingly high requirements for the task of ensuring political security, maintaining social order and safety in the Capital.

We identify these as regular, continuous daily and hourly tasks of units in the City Police, directly including the ward police force. Currently, the land area of ​​some ward police headquarters is not yet guaranteed due to the special nature of the inner city area, at the same time, funding for this work is still facing many difficulties... which partly affects the work of building a "Model ward police in terms of security, order and urban civilization".

- One of the aspects that the public expects is that although not all CAPs meet the implementation criteria, this activity will spread to the remaining CAPs , so what do you personally hope for the general activities of CAPs throughout Hanoi ?

- Regarding this, I personally hope that the officers and soldiers of the Capital Police in general and the police forces of the wards across the City in particular must promote the spirit of initiative, promptly advise and propose to the Party, the State, Party committees and authorities at all levels strategic, important and "fundamental" policies and measures to ensure security and order; effectively respond to new, complex and sensitive situations and issues; maintain strategic initiative, contributing practically to the protection, construction and sustainable development of the country.

Building a clean and strong ward police unit and party cell, fulfilling the task of ensuring security and order at the grassroots level; building a cultural unit, exemplary in complying with the People's Public Security Regulations; ward police officers and soldiers maintain proper etiquette and manners when interacting and working with the people; upholding the responsibility of serving the people, maintaining discipline. The team of ward police officers and soldiers is focused on consolidating and improving their qualifications, standards, positions, titles, and work positions; being well-trained and solid in legal knowledge, professional skills, information technology, and foreign languages.

Ward police officers need to be qualified, specialized, and have comprehensive knowledge in the assigned field of work; politically astute, well-versed in the law, good at professional skills, able to research and grasp the situation, analyze and forecast to serve the staff work, propose policies and measures to ensure security and order; able to mobilize and organize the masses to participate in the movement of the whole people to protect national security; acquire and creatively apply modern scientific and technical knowledge, master scientific and technological means to serve the work, meet the requirements and tasks in the new situation... thereby improving the quality, effectiveness and efficiency in the fight against crime, creating a clear change in security and order, contributing to building a society of order, discipline, security, safety and health right from the grassroots, creating a good image of the capital's police force in the eyes of international friends, localities and people nationwide.
