Smart villages and hamlets - the nucleus of "digital countryside"

In 2024, Nam Dinh will continue to affirm its pioneering position in the country in building advanced and exemplary new rural areas. One of the outstanding achievements in building new rural areas is the widespread application of digital technology to build smart villages and hamlets, creating "digital villages" connecting communities and promoting the digital economy .

Forming digital citizens - developing digital society

Coming to Bo village, Yen Chinh commune (Y Yen), it is easy to see the "digital" roads clearly present in the lives of the people. Bo village has been recognized as meeting the standards of a smart new rural village, creating a foundation for Yen Chinh commune to successfully build a model new rural area in digital transformation. The way people in Bo village approach technology and apply it in their daily lives is also natural and familiar, just like the way the village community digital technology team "goes to every alley, knocks on every door, guides each person" to popularize and guide people and households to use online public services, digital transformation content... In particular, Bo village has successfully built the models of "Market 4.0" and "Cashless payment route". Business households are equipped with QR codes for consumers to pay online. Buyers do not use cash to pay the seller, but only need to use their smartphones to scan the code to pay easily and quickly. Mr. Pham Quang Hiet, a villager, excitedly said: “My village is now a digital village, a smart village. When going out, I don't have to worry about carrying cash, when buying something, I can use my smart phone to scan the QR code to transfer money to pay immediately. If I'm busy and don't have time to go shopping, I just need to call a familiar store to order goods, then transfer money to pay online, and then they will bring the goods. Transferring money, I no longer have to worry about counting too much or even the risk of counterfeit money, especially at the end of the year when shopping for Tet, I have to spend a lot”. The implementation of the 4.0 market model and the cashless payment route in Bo village is not only a step forward in improving payments but also an important foundation for people to access online public services, contributing to building smart digital citizens.

In the first model new-style rural commune of Giao Phong province (Giao Thuy), Lam Phu hamlet has become a symbol of innovation with the smart hamlet model. Receiving us, hamlet chief Pham Quang Minh proudly held the remote control to turn on a large TV screen connected to the security camera system at intersections, densely populated areas, and black spots where traffic accidents often occur. Mr. Minh said that since building a smart hamlet, the management of hamlet officials has also become more convenient. To prepare for implementation or announce tasks such as: organizing hamlet meetings, reminding people to hang flags during holidays, organizing environmental cleaning... just send a message on the hamlet's common zalo group and everyone will know and understand, instead of having to go to each household to notify them like before, which took a lot of time and effort. Also through the zalo group, the village leaders also recorded many comments, shares, and reflections from the people, thereby promptly resolving or reporting to superiors for resolution, promptly orienting people's thinking on issues that are not yet clear. This is a solid step to build civilized, modern communities, where digital technology not only supports management but also improves life and strengthens neighborhood relationships.

Village 2 Lac Chinh, Truc Khang commune (Truc Ninh) is changing dramatically with the smart village model. Free wifi is everywhere, people's houses are installed with security cameras, people use smartphones to connect and make transactions. People in the village not only apply digital technology in their lives but also take advantage of e-commerce platforms Shopee, Lazada or set up fanpages to sell on social networking platforms Facebook, Zalo to promote OCOP products, expand the consumption market. Comrade Tran Van Oanh, Chairman of the People's Committee of Truc Khang commune, said: The model new rural construction program has changed the face of the commune, developed infrastructure and increased people's income. The smart village model in Village 2 Lac Chinh is an important stepping stone, helping the commune move towards the goal of building the remaining smart villages, moving towards building a smart commune in the following years.

Replicating "digital villages" - the inevitable direction of NTM

Implementing the Program of building advanced new rural areas and model new rural areas, in many localities in the province, the image of smart villages and hamlets has gradually been formed, promoting the effectiveness of digital transformation in people's lives, towards the development of a digital society...

According to the Central and Provincial Criteria for the period 2021-2025, each model new rural commune has at least one model of "Smart Village, Hamlet" with a "Community Digital Technology Team", with typical products of people in the village, hamlet introduced, sold on electronic information portals, electronic information pages, social networks or sold on e-commerce platforms; has at least 1 free wifi point serving people at public gathering points (cultural houses, community activity points); over 70% of people have improved digital skills and participate in using digital platforms, mobile applications and online services provided by State agencies. Entering the stage of building advanced new rural areas, model new rural areas, districts and cities have oriented communes and towns to build criteria of smart new rural areas associated with digital transformation, modernization, not leaving people out of the trend of the 4.0 Revolution. To promote the digital transformation process to take place widely and thoroughly to every household and every person, the whole province has established 2,160 community digital technology teams in 100% of communes, towns, villages, hamlets, and residential groups to guide and support people in using online public services, electronic payments, and promoting and selling on e-commerce platforms, especially OCOP products, local specialty products on some websites such as: ocopnamdinh.vn; ocopvietnam.gov.vn; on social networking platforms facebook, zalo, tiktok; on e-commerce platforms such as postMart.vn, shopee... Many villages have mobilized socialization to install free high-speed wifi systems, security cameras in public areas, main roads and build zalo information pages to connect the community.

These “digital villages” are creating a new look for the countryside, narrowing the gap with the city, making Nam Dinh a bright spot in the journey of sustainable and civilized rural modernization while still preserving the identity and unique beauty of each locality.
