Press Release No. 23, 10th Session, 15th National Assembly

MORNING

Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session at the Hall, carrying out the following contents:

Content 1: The National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Public Debt Management. At the discussion session, 09 delegates spoke; the delegates' opinions basically agreed with the necessity of amending and supplementing a number of articles of the Law on Public Debt Management to fully institutionalize the Party's policies and orientations; arrange and perfect the apparatus of the political system and perfect the legal system; promote decentralization and delegation of power; ensure synchronization in institutional reform; at the same time, remove a number of difficulties and obstacles in public debt management in the recent past. In addition, in order to continue perfecting the draft Law, delegates focused on discussing the following contents: explanation of terms; principles of public debt management; authority of the President and Prime Minister in borrowing ODA capital and foreign preferential loans; procedures for borrowing ODA capital and foreign preferential loans; public debt safety indicators; annual public debt borrowing and repayment plans; Government guarantee limits; re-lending mechanism of commercial banks; conditions and methods of re-lending; public debt information and data disclosure; issuance of local government bonds; consistency of the draft Law with provisions of relevant laws on decentralization, delegation of power, and public debt management; transitional provisions.

At the end of the discussion, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.

Content 2: The National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Insurance Business. At the discussion session, 07 delegates spoke; the delegates' opinions basically agreed with the necessity of amending and supplementing a number of articles of the Law on Insurance Business and many contents in the Government's Submission, the Verification Report of the National Assembly's Economic and Financial Committee. In addition, in order to continue perfecting the draft Law, the delegates focused on discussing the following contents: principles of operation of insurance agents; supervision of insurance business activities through banks; principles of organizations and individuals participating in capital contribution, establishment, management and control of enterprises in the field of insurance business, agency activities and provision of insurance auxiliary services; contents of operations of insurance enterprises, reinsurance enterprises, foreign branches in Vietnam; term insurance products; official term of operation of insurance enterprises, reinsurance enterprises, foreign branches in Vietnam; Scope of operations of non-life insurance enterprises; investment of insurance brokerage enterprises; insurance contracts; specialized inspection and examination in the field of insurance business; time of implementation of some provisions of the draft Law. Some delegates suggested adding conditions on reputation, financial capacity, experience standards and professional qualifications according to Government regulations for organizations and individuals participating in contributing capital to establish, manage and control insurance enterprises.

At the end of the discussion, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.

AFTERNOON :

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session at the Hall, carrying out the following contents:

Content 1: The National Assembly listened to Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, present the Report and Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai present the Report on examining the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.

Content 2: The National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Anti-Corruption. At the discussion session, 06 delegates spoke; the delegates' opinions basically agreed with many contents in the Government's Submission, the Verification Report of the National Assembly's Committee on Law and Justice. In addition, the delegates focused on discussing the following contents: developing a report on anti-corruption work; criteria for evaluating anti-corruption work; application of science, technology, digital transformation in management; agencies controlling assets and income; declaration of changes in assets and income; obligation to declare assets and income; subjects required to declare assets and income; assets and income to be declared; public disclosure of asset and income declarations; monitoring of changes in assets and income; procedures for verifying assets and income; handling of cases of dishonest declaration of assets and income; Inspect cases showing signs of corruption at ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities.

At the end of the discussion, Government Inspector General Doan Hong Phong spoke to explain and clarify a number of issues raised by National Assembly deputies.

WEDNESDAY, NOVEMBER 19, 2025

Morning: The National Assembly held a plenary session in the hall, listening to the Report and the Verification Report on the draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration. After that, the National Assembly discussed in groups the following contents: (1) Draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law; (2) Draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration; (3) Investment policy for the Gia Binh International Airport Construction Investment Project.

Afternoon: The National Assembly discussed in the hall about 02 projects: (1) Law on Tax Administration (amended); (2) Law on Personal Income Tax (amended)./.
