Agree to teach 2 sessions/day, free tuition from next school year

The Party Central Committee Office has just announced the conclusion of General Secretary To Lam at the working session on April 18 with the Government and ministries and branches on the implementation of the Central Committee's resolutions on education and training; preparation of the Politburo 's resolution on educational and training breakthroughs and a number of policies to support teaching and learning.

Accordingly, the General Secretary agreed on the policy that primary and secondary schools should teach two sessions per day, depending on local conditions regarding facilities, finance and teachers.

Units need to have a roadmap to gradually implement this policy, in which it is necessary to combine State investment with encouraging socialization.

Teaching 2 sessions/day ensures no fees and reduces pressure on students, enhances cultural and artistic teaching, reduces pressure, and ensures students develop comprehensively.

The announcement stated: "The Government Party Committee is assigned to direct the Ministry of Education and Training , ministries, branches and localities to fully prepare conditions in terms of facilities, teachers, teaching programs, and educational activities so that primary and secondary schools can teach two sessions per day to improve the quality of education."

According to this announcement, the State agrees to support lunch for primary and secondary school students in border communes, with priority given to mountainous border communes (both ethnic minority and Kinh students living in this area).

Localities need to build and complete boarding and semi-boarding schools for border communes, creating favorable conditions for students to study and live.

"During the implementation process, it is necessary to monitor and strictly prohibit the reduction of students' food standards.

This will be implemented in the land border communes in the immediate future, from the 2025-2026 school year (September 2025), on that basis, lessons will be learned to replicate nationwide," the announcement stated.

The General Secretary assigned the Ministry of Education and Training to preside over and coordinate to urgently report to the Government Party Committee on the implementation of the above policy. Issues beyond its authority need to be reported to the Politburo for consideration and decision.

Previously, on April 18, General Secretary To Lam had a working session with the Government Party Committee and central ministries and branches on the implementation of the Central Committee's resolutions on education and training; on organizing 2 sessions/day but reducing pressure on students, not charging fees; lunch for primary and secondary school students in mountainous areas.

The General Secretary concluded that the Party and State always consider education and training, along with science and technology, as top national policies.

Although there have been many policies and guidelines, the education and training system has not made any breakthroughs. Learning for students in mountainous areas is still difficult and the number of children attending class is still low.

Faced with urgent requirements, strong policies are needed to remove bottlenecks and focus investment resources to quickly modernize and improve the quality of education.

Accordingly, the General Secretary assigned the Government Party Committee to direct the Ministry of Education and Training to preside over, coordinate, and develop a project to submit to the Politburo to issue a resolution on breakthroughs in education and training development, similar to Resolution No. 57 of the Politburo on science and technology.

This resolution selects key issues and current major bottlenecks to focus on, creating clear and specific changes in the field of education and training. The deadline for completion is next May.
