On the morning of May 28, in Hanoi , the Central Appraisal Council held a conference to consider recognizing Duc Tho and Nghi Xuan districts as meeting advanced NTM standards in 2024.
Deputy Minister of Agriculture and Environment , Chairman of the Central Appraisal Council Tran Thanh Nam chaired the conference.
Vice Chairman of Ha Tinh Provincial People's Committee Duong Tat Thang; leaders of relevant departments, branches, units and leaders of Duc Tho and Nghi Xuan districts attended.

In the first 6 months of 2025, Ha Tinh province aims to have 100% of district-level units recognized as meeting standards or completing the task of building new rural areas, of which at least 2 districts will meet advanced new rural standards.
For Duc Tho district, after being recognized as meeting the NTM standards in 2020, the locality has continued to direct the synchronous implementation of solutions to improve the quality of NTM criteria, and organize the implementation of advanced NTM district criteria according to regulations. With high determination, efforts and flexibility in socio-economic development, building advanced NTM, up to now, Duc Tho district has made strong progress, achieving important results.
Up to now, 15/15 communes in Duc Tho district have been recognized as meeting NTM standards, 8/15 communes meeting advanced NTM standards, accounting for 53.3%; 5/15 communes meeting model NTM standards, accounting for 33.3%; 132/142 model residential areas, 8 smart NTM residential areas; nearly 1,200 standard model gardens. Duc Tho town meets civilized urban standards. The total production value in 2024 reached nearly 12 trillion VND. The average income per capita in 2024 reached 58.54 million VND. The multidimensional poverty rate decreased rapidly and sustainably. By the end of 2024, the whole district had only 737 poor households, accounting for 2.34%.

For Nghi Xuan district, after more than 14 years of implementing the National Target Program on New Rural Construction, the district has made comprehensive development and made remarkable progress in many areas. The average income per capita in 2024 will reach 55.97 million VND, an increase of 1.52 times compared to the time when the district was recognized as meeting the New Rural Standards in 2018 (36.88 million VND) and 4.3 times higher than in 2011 (13 million VND). The poverty rate decreased from 12.61% in 2011 to 5.29% in 2018 and now is only 1.98%. The whole district has 96/116 residential areas meeting the model New Rural Standards, reaching a rate of 82.7%.
At this time, Nghi Xuan district has maintained 100% of communes meeting the NTM standards, of which 8/15 communes have met the advanced NTM standards, accounting for 53.3%, 2 communes have met the model NTM standards, and 2 towns have met the civilized urban standards. Nghi Xuan has maintained and fully met 9/9 criteria for a NTM district and 9/9 criteria for an advanced NTM district, with no outstanding debts for basic construction, and the rate of people satisfied with the results of building an advanced NTM is over 99%.

Based on the reports on the results of reviewing the application files for consideration and recognition of Duc Tho and Nghi Xuan districts as meeting advanced NTM standards; reports on the results of assessing people's satisfaction... and the comments at the conference, the members of the Appraisal Council also contributed some more opinions on developing tourism and culture commensurate with the potential and strengths of the locality, developing the rural agricultural economy, promoting vocational training associated with job creation for rural workers, environmental sanitation... so that Duc Tho and Nghi Xuan districts can continue to build sustainable NTM, improve the quality of advanced NTM criteria.

At the conference, 100% of the members of the Central Appraisal Council voted unanimously to propose the Prime Minister to recognize Duc Tho district and Nghi Xuan district as meeting the standards of advanced NTM districts in 2024.
Concluding the conference, Deputy Minister of Agriculture and Environment, Chairman of the Central Appraisal Council Tran Thanh Nam requested the authorities and people of Duc Tho and Nghi Xuan districts to continue to unite, join hands and be unanimous to complete and improve the quality of the criteria for building new rural areas.

The Deputy Minister of Agriculture and Environment suggested that localities focus on exploiting potentials and strengths to develop tourism and culture, increase the application of science and technology in agricultural production, develop craft villages, vocational training and use of local human resources, and ensure environmental sanitation...
Comrade Tran Thanh Nam requested the Appraisal Council and Duc Tho and Nghi Xuan districts to complete the dossier to submit to the Prime Minister for recognition of the district as meeting advanced NTM standards in 2024 and continue to implement solutions to maintain and improve the quality of advanced NTM criteria in the coming time.
