On December 6, 2024, at the 23rd Session, the 17th Provincial People's Council voted to approve Resolution No. 481/NQ-HDND on the Luong Son Urban Master Plan to 2045.
Accordingly, the Provincial People's Council resolved to unify the Luong Son Urban Master Plan until 2045 with the following main contents:
Scope, boundary and planning scale: The entire administrative boundary area of Luong Son district, area 36,482.72 ha. The North borders Thach That and Quoc Oai districts ( Hanoi ); the South borders Kim Boi and Lac Thuy districts; the East borders Chuong My and My Duc districts (Hanoi); the West borders Hoa Binh city.
Luong Son urban area is divided into 4 sub-regions, including: Region 1 has Luong Son town and the communes of Lam Son, Tan Vinh, Cu Yen, Nhuan Trach, Hoa Son as the urban center with the orientation of developing trade, services, tourism, golf courses, housing in industrial parks and clusters. Orientation for these 6 administrative units to establish wards in 2025 to establish a town. Region 2 includes Lien Son, Thanh Cao communes, part of Cao Duong commune to develop industry, agriculture, forestry, ecological urban areas; orientation for Thanh Cao commune, Lien Son commune to establish wards in 2030. Region 3 includes Thanh Son, Cao Duong communes to focus on developing industry, organic agriculture , forestry, livestock associated with ensuring security - national defense. Region 4 includes Cao Son commune to develop trade, services, eco-tourism, golf courses, housing, agriculture; orientation for establishing wards in 2035.
According to the plan, Luong Son urban space is organized on the basis of forming 3 core centers of North, Central, South; 5 routes; 3 multi-functional mixed development corridors following the CT.02 highway, National Highway 21, CT.39 highway and 2 commercial service corridors along National Highway 6, National Highway 6 bypass axis and 4 main functional areas: central urban area, tourist area, agricultural area and industrial area, construction materials production.
The plan outlines three strategic programs, including the implementation of 1/2000 scale zoning plans as a basis for attracting investment in construction to ensure consistency. The project to overcome and improve the environment of the Bui River area, gradually restoring the environment at stone quarries. The project to renovate, dredge and beautify the Bui River.
Key projects include: North-South Expressway Project, West of CT.02 Expressway; Highway 6 bypass project; Technical infrastructure construction project of Tan Vinh industrial - urban - service zones, Thanh Cao industrial zone; large-scale resort, tourism, trade and service projects; Luong Son Water Supply Plant and transmission pipeline network; construction of centralized urban wastewater treatment stations in each area.
