* On the morning of October 23, the 6th Session of the 15th National Assembly solemnly opened at the National Assembly House, Hanoi Capital.
The National Assembly Delegation of Nghe An province, consisting of 12 delegates, was led by Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.
Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.
After holding a preparatory meeting to discuss and vote to approve the session agenda, at exactly 9:00 a.m. this morning, the National Assembly held the Opening Session of the 6th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House.

The 6th session of the 15th National Assembly will take place from October 23 to November 28, 2023. The total working time of the National Assembly is 22 days, conducted in 2 phases: Phase 1: from October 23 to November 10, 2023; Phase 2: from November 20 to 28, 2023. The 6th session will be held in the form of a centralized meeting at the National Assembly House, Hanoi Capital.
It is expected that at this session, the National Assembly will consider and pass 9 draft laws including: Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Identity Law; Law on Credit Institutions (amended).
The National Assembly will also consider and approve a draft resolution: Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

* At the meeting, Prime Minister Pham Minh Chinh reported on the results of the implementation of the 2023 socio-economic development plan; and the planned socio-economic development plan for the coming period. The Prime Minister said: In recent years, despite difficulties during the COVID-19 pandemic, the Government has promoted revenue increase, expenditure savings, and wage fund allocations of about VND 560 trillion to date, ensuring sufficient resources for wage reform according to Resolution No. 27-NQ/TW from July 1, 2024 for the three years 2024 - 2026.
Prime Minister Pham Minh Chinh said that in 2025, the Government will reform the salary policy for the public sector according to Resolution No. 27-NQ/TW of the Central Committee from July 1, 2024.
At the same time, the Government also continues to adjust regional minimum wages and wage policies for the business sector according to regulations.

* Regarding the activities of elected bodies, on the morning of October 23, the Standing Committee of Nghe An Provincial People's Council worked with the Provincial People's Committee according to the supervision program on the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in the province from the beginning of the 2021-2026 term to present.
Based on direct supervision in 3 districts (Anh Son, Nam Dan, Quynh Luu) and working with a number of provincial departments, branches and sectors, at the meeting, the supervision delegation of the Provincial People's Council Standing Committee acknowledged that the Provincial People's Committee has proactively directed and assigned responsibilities to provincial departments and branches to guide the implementation, inspect, urge and remove difficulties and obstacles at the grassroots level in implementing policies. The Provincial People's Committee, district and commune levels have paid attention to allocating resources to implement 11 resolutions with a total of nearly 1,800 billion VND; of which the provincial budget is more than 770 billion VND.

* In 2024, Nghe An Department of Finance proposed to build a coefficient to adjust land prices higher than in 2023 for non-agricultural land, the highest in Vinh City, the proposed coefficient is 1.3.
In order to determine specific land prices according to the land price adjustment coefficient (equal to land price in the Land Price List multiplied by land price adjustment coefficient) to gradually approach market prices, but at the same time not cause sudden price increases affecting the economic and social development situation of the locality, the Department of Finance proposes a plan according to the economic and social development conditions of each locality.

* On the morning of October 23, Nghe An Provincial People's Committee organized a workshop on "Digital transformation, enhancing the application of information technology in developing Nghe An tourism".
At the workshop, delegates, experts, and business leaders shared their experiences and solutions to contribute to changing perceptions and promoting digital transformation of tourism in Nghe An province in the coming time. Notably, the opinions on implementing the application of national digital platforms in the tourism industry; smart tourism; digital transformation solutions; promoting the application of information technology in tourism promotion activities, etc. are worth noting.

* Established in 2013, but until now, Con Cuong Secondary Boarding School for Ethnic Minorities has not been built. Therefore, for the past 10 years, teachers and students of the school have had to stay in many units.
Mr. Lo Van Thiep - Principal of Con Cuong Secondary Boarding School for Ethnic Minorities said that the school currently has 380 students, all of whom have to cram into 10 dormitories. Due to lack of rooms, the school has not dared to recruit enough students for many years. Therefore, the wish of teachers and students here is to have a proper school.
