Tricks of the production and trade ring of 1.6 million fake textbooks

Thirteen people who organized the production and trade of fake textbooks are on trial.

On May 12, the People's Court of Da Nang City tried the case of manufacturing and trading counterfeit goods (fake textbooks) with 13 defendants, including:

Nguyen Trung Luat (residing in Ho Chi Minh City, director of Huy Truong Phat Packaging Printing Company Limited); Pham Ngoc Quang (residing in Ho Chi Minh City, director of Quang Thang Advertising Services Company Limited); Tran Huy Cuong (residing in Ho Chi Minh City, director of Cuong Phat Advertising Production, Trade and Service Company Limited); Le Ha Thanh (residing in Ba Ria - Vung Tau ); Phan Xuan Nang; Pham Thach Kim Dien; Pham Duc Hau; Nguyen Van Tien; Pham Tin (all residing in Ho Chi Minh City); Le Duy Quang; Le Minh Tri, Nguyen Van Anh (all residing in Da Nang); Tran Ngoc Tan (residing in Dong Nai province).

Previously, the trial was adjourned due to the absence of interested parties and lawyers.

According to the indictment, Huy Truong Phat, Quang Thang and Cuong Phat companies were not signed contracts by VietnamEducation Publishing House and Ho Chi Minh City University of Education Publishing House to prepare, print and complete textbooks according to regulations.

Huy Truong Phat Company does business in processing paper, calendars, and books. Due to business losses, Luat realized that textbooks from the Education Publishing House and the Ho Chi Minh City University of Education Publishing House were selling well on the market and had high profit potential, so when he learned that Quang had an offset printing line, Luat agreed to order Quang Thang Company to print fake textbooks from the above publishers for sale.

Law on purchasing machinery, renting factories to process fake books, warehouses...

Whenever he needed a type of fake textbook, Luat would inform Quang of the quantity to be printed, buy the printing paper, and then bring it to Quang's two printing factories to organize the printing.

Quang hired Nang (manager, operator) and some workers to operate the machinery and equipment.

Quang assigned Tran Huy Cuong to make a zinc plate to print fake books. When Luat sent a sample book, Cuong would scan the book into a file, edit the file, run the zinc plate, then order the delivery to Nang's printing factory.

After Quang finished printing the books, Luat transported the semi-finished prints to the processing workshop and hired temporary workers to perform the steps of cutting, folding paper, binding, and pasting stamps (fake stamps).

To sell fake books, Luat contacted and agreed with Dien to sell fake textbooks at a discount of 65 - 69% compared to the cover price.

Dien resold to customers at a discount of 62 - 65%, earning a profit of 3 - 4% on each fake book. Dien also assigned employees to manage the ordering, receiving, distributing, and consuming of fake books; hired drivers to transport fake books...

Dien bought from Luat 1,176,744 fake textbooks of various types.

Dien sold 19,804 fake textbooks to Le Duy Quang. In addition, Quang also ordered 416 fake books from Tran Ngoc Tan.

Quang hired his younger brother, Le Minh Tri, to help count, receive fake books, and transport them for sale.

Quang resold the fake books to bookstores in Da Nang, Quang Nam and several other provinces and cities at a discount of 35-40%, earning a profit of about 10% on each book.

Dien also offered to sell 4,795 fake books of various kinds to Nguyen Van Anh.

Anh resold fake books to bookstores and stationery stores and enjoyed the difference.

Pham Tin bought 86,274 fake textbooks from Luat to retail at his bookstores.

The indictment accused Luat and Quang of organizing and producing 1,648,737 fake textbooks with a total value of more than 51.1 billion VND according to the printed price on the cover, and 347,220 semi-finished printed copies that had not been fully processed.
