At around 8:30 a.m. the same day (August 17), after receiving a report via Facebook and Zalo from people about the appearance of a homemade three-wheeled vehicle traveling on Ring Road 3 (from Nguyen Trai intersection, Thanh Xuan district to Mai Dich, Cau Giay district), the Traffic Police Department transmitted data to the Traffic Police Team No. 6 to intercept at the end of the road to stop the vehicle for handling.
At the scene, the driver was Mr. D.VH (born in 1968; in Hoang Van Thu ward, Hoang Mai district, Hanoi ). Mr. H used the excuse of avoiding traffic jams to enter the unauthorized road and hoped to ignore the violation. However, after reviewing the clip recording the violation and being informed about the plan to mobilize the entire population to participate in reporting traffic safety violations, Mr. D.VH voluntarily signed the violation report.
Notably, Mr. D.VH is not a war invalid and is not in the priority category for driving a homemade vehicle reserved for policy beneficiaries. Therefore, along with the violation of driving a three-wheeled vehicle on the highway, Traffic Police Team No. 6 drew up an administrative violation report and detained the vehicle according to regulations.
Lieutenant Colonel Pham Van Chien, Captain of Traffic Police Team No. 6, said that after the City Police mobilized the entire population to participate in reporting traffic safety violations, many hot information about violations were sent to the authorities for timely handling, creating a deterrent for traffic participants.
