On the afternoon of June 4, at the regular Government press conference, the leader of the Ministry of Construction answered reporters' questions about how the abolition of construction permits, especially for residential projects, will be implemented.
Mr. Nguyen Danh Huy - Deputy Minister of Construction - said that the Party and State's viewpoint is to create maximum favorable conditions for businesses and people.
The Ministry of Construction also has the viewpoint that all administrative procedures and licenses must be seriously implemented, reviewed to simplify, abolish, and create the most favorable conditions for people and businesses.

According to Mr. Huy, the policy of abolishing construction permits was proposed by the Prime Minister in Official Dispatch No. 78. Currently, the Ministry is reviewing the entire system of legal documents regulating licensing from decrees and circulars issued by the Ministry of Construction.
“We will organize a final assessment. All construction permit procedures for people are decentralized to all localities. We create maximum conditions for businesses but must assess the impact. If we abolish permits, will people's right to build on their own affect the legitimate rights and interests of other people and businesses?”, Mr. Huy said.
Through the final assessment, the ministry will propose a roadmap to amend and reduce the Construction Law. Mr. Huy affirmed that all of these contents will be completed in 2025.
For now, for areas with approved 1/500 detailed planning, according to Mr. Huy, it can be corrected immediately. As for areas with urban design, according to the Law on Architecture, the state already has a management role, so the licensing for people can be stopped immediately.
According to Mr. Huy, by eliminating licensing procedures for people, state management agencies do not need to carry out licensing procedures, saving licensing costs and labor costs.
On the contrary, the difficulty and challenge is to create convenience for people but still maintain the role of ensuring the rights and legitimate interests of other people, especially in crowded urban areas, contributed and merged plots of land...
"How to manage it is the challenge, and this issue will be summarized and evaluated to come up with the most optimal solution," said Mr. Huy.
